day in which they are introduced; the Council and public will have time to <br />review it. <br /> <br />Mark Johnson - 17021 Unicorn Street - Stated that he is opposed to the proposed <br />Charter change. <br /> <br />Mayor Heitman asked Mr. Johnson to understand what has been happening at <br />Council meetings. Mayor Heitman explained that citizens have cases on the <br />Council agenda; they attend the Council meeting to be present for their case; <br />in Counciln~mber Cox's efforts to make his point, he does not give his consent <br />to waive the reading of resolutions; Council's time is spent listening to <br />Councilmember COx read resolutions rather than attending to business. Mayor <br />Heitman stated that he feels the charter amendment is not necessary but <br />Councilma~ber Cox's point is valid and Council is acting on it. <br /> <br />Councilmamber Cox stated that in years past, it has always been the right of <br />any citizen to r~quest and have the opportunity to know what is transpiring in <br />regards to action being taken by the Council; the citizens should have and do <br />have that right. Councilme~ber Cox stated that he has proved the point that <br />the (/~arter r~quirement allows the opportunity for one oouncilperson to slow up <br />the meetings by not consenting to waive the reading. Councilme~ber Cox also <br />noted that it is difficult for the Mayor to keep his thoughts in order when <br />frcm time to time he has to interrupt that thought to take care of procedural <br />matter. Councilrm~nber COx stated that nobody's rights are being jeopardized; <br />anybody has the right to request that a resolution or ordinance be read or it's <br />context understood. Councilmember Cox stated that there are other areas of <br />concern in the Charter that he wants addressed. <br /> <br />~here was no further citizen input. <br /> <br />.ADJOURNMENT <br /> <br />Motion by Councilmamber Schlueter and seconded by Councilm~mber Cox to adjourn <br />this public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~mbers Sorteberg, Cox, <br />Reimann and Schlueter.
