Can bright about a healthy community interaction which results in an <br /> understandable form of government by the citizens. <br /> <br /> 6. Can provide for better communication as a result of greater citizen <br /> voice ~n government. <br /> <br />Commissioner Data continued by saying that a year ago or so, sewer and water <br />issue came upi and citizens realized that they did not have a lot of rights <br />and their futttre was up to Council. <br /> <br />Mr. Jack Ippe~ - How are changes made to the Charter after it has been adopted? <br /> <br />Chairman Heltman - It will take a petition of 10% of the people to change an <br />existing law ~nd prescribing what they would change it to, or it would take <br />10% of the peDple to initiate a law if it does not exist. <br /> <br />Commissioner ~uchanan - A significant number of people can petition for a <br />change in th~ charter. Council can adopt that recommended change by a <br />unanimous vote. If Council disapproves the change, it will be put to a vote <br />of the people. <br /> <br />Susan Beale - 14851 Sunfish Lake Blvd. - Generally, charter amendments are <br />made at general elections rather than special elections which can cost <br />$5000-$6000. <br /> <br />Sheila Beyeri- 6410 164th Lane - Ms. Beale mentioned special elections can <br />cost $5000 t~ $6000; if the Charter Commission is so confident of this <br />document, wh~ don'~ they wait until the general election in November? <br /> <br />CommissioneriSieber - In my personal opinion, major public improvements <br />are being proposed in Ramsey this summer. Whether they actually .go ~. <br />through or.ngt should, in fact, be up to the residents who have to pay <br />for those improvements. Right now, it is up to 3 out 5 councilmembers. <br /> <br />Commissioner Buchanan , This document is not. desi9ned to stop sewer and <br />water. CounCil is in a h~rry to 9et their side of the work done from what <br />I have seen ~f Council minutes. <br /> <br />Susan Beale - Prefer not to have the charter issue included on the general <br />election bal%ot. There are too many other issues the people have to <br />consider at that election. Researching the candidates up for election <br />is enough toldo without also researching the charter. The charter is an <br />issue important enough to deserve it's own election. <br /> <br />Mr. Ken Peterson - 15407 Hematit~ - Regarding the newsletter established <br />in Chapter 12, who will write it, edit it and access it? <br /> <br />Commissionerl Sieber - Tha~ is up to Council.. No rules have been set regarding <br />the newsletter; just that it will be done.
