CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Ch ~a, rter Commission conducted a regular meeting on Thursday, July 18, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present; Chairperson Bernard Steffen <br /> Commissioner Susan E. Anderson <br /> Commissioner Dennis Donovan <br /> Commissioner Keith Kiefer (arrived at 7:52 p.m.) <br /> Commissioner Judy Marn <br /> <br />Members Absent~ <br /> <br />Commissioner Richard Netzloff <br />Commissioner Judy Roff <br />Commissioner Virginia Spain Brist <br />Commissioner Jay Swokowski <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br /> <br />CALL TO ORDER <br />Chairperson Stef,~en called the regular meeting of the Charter Commission to order at 7:45 and <br />noted that there ~as no quorum present. He suggested discussing the agenda items even though <br />no action could bi~ taken. <br /> r <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: Review Recent Charter Amendment Process <br /> <br />Chairperson Stef.fen announced that he requested this case be brought to the Commission for an <br />update and discussion and to note the article relating to the election results in the last Ramsey <br />Resident. : <br /> <br />The Commission;asked that the actual breakdown of votes for the spec!al election be mailed to <br />them. <br /> <br />Commissioner Ki'efer arrived at 7:52 p.m. It was noted that a quorum was now present. <br /> <br />Commissioner Marn'reported that she had heard many comments relating to City sewer and water <br />and that she has alneighbor moving because they felt that City utilities would be forced on them. <br /> <br />Chairperson steffen stated that his personal view is, that of the people we were able to talk to, <br />there was less thn~ one out of I0 who understood the consequence of anything on the special <br />election ballot.The, questions were not understood and he did not know what could be done about <br />that, although an ~.ffort was made. A number of people involved in the result of this is measured <br />by how you view ~hat City Council will do. If City Council says they will not approve a project <br />without 100%, the effect is they delay sewer in all areas that are not brand new. If that's what <br />people want - fin~, But people have not considered whether or not they may need that sewer. If <br />they don't get 100% of the neighborhood to sign, they will not get it. The other part of this is if <br />you leave areas of sewered and unsewered in Ramsey, indefinitely, you have costs that are very <br />high and the people on the public system will pay more or the rest of the people will have to pay <br />for those not w~sh,~ng to be hooked up. <br /> <br />Charter Commission/July 18, 1996 <br /> Page 1 of 4 <br /> <br /> <br />
