City Administm~r Schroeder stated this is the second reading of an ordinance which would allow <br />the City to sell p,i'operty it owns to a local business that is interested in expanding and developing a <br />new facility on ~this site. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to adopt <br />Ordinance ~96-02 authorizing sale of acquired properties. <br /> <br />Motion carried. ~Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Peterson, Beahen and <br />Beyer. Voting No: None. <br />Case #30: ~dopt Ordinance Adopting the 1994 Uniform Building Code <br /> <br />City AdministratOr Schroeder stated that it's been common practice to adopt the most recent code <br />book and 1994 i~ the most recent: <br /> <br />Motion by CounCilmember Peterson and seconded by Councilmember Beyer to adopt Ordinance <br />~/96-03 adopting;the 1994 Uniform Building Code. <br /> <br />Motion carded, i Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and <br />Zimmerman. VOting No: None. <br /> <br />Case #31: Pi)lice Facility Update <br /> <br />City Administrator Schroeder proposed that six of the 12 firms that responded to our request for <br />qualifications fo~ the Police office construction project be invited back for the bidding stage. He <br />stated that staff v~ould continue to refine through the bid specs and would report back to Council <br />with any updates', <br /> <br />Motion by Coundilmember Beahen and seconded by Councilmember Zimmerman to authorize staff <br />to request bids or~ the Police Office building project. <br /> <br />Motion carried. Noting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman,. Beyer and <br />Peterson. Voting No: None. <br /> <br />Case #32: <br /> <br />In~troduce Ordinance Amending Chapter 2 of the Home Rule Charter - <br />Mayor's Term <br /> <br />City AdministratOr Schroeder stated that prior to the last election, the Charter Commission <br />determined it wapted to review the electoral process by discussing terms, wards and primary <br />elections. After the last election, this process went through a fairly significant review. Of all the <br />items discussed, ~hey directed staff take only one suggested change to Council. They propose <br />changing the tem~ of the Mayor from two years to four .years beginning with the election year <br />2000. The rationhle being it made sense to go to a four-year term but they did not feel going to that <br />would be wise fo~ the election this fall because it would become a political issue. <br /> <br />Councilmember Beyer stated she would like to see this type of major change be taken to the voters <br />and placed on theiballot this fall. <br /> <br />Councilmember ~immerman agreed with that, saying the Mayor's position is the most important in <br />the City.
