City Administm~r Schroeder stated this is the second reading of an ordinance which would allow the City to sell p,i'operty it owns to a local business that is interested in expanding and developing a new facility on ~this site. Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to adopt Ordinance ~96-02 authorizing sale of acquired properties. Motion carried. ~Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Peterson, Beahen and Beyer. Voting No: None. Case #30: ~dopt Ordinance Adopting the 1994 Uniform Building Code City AdministratOr Schroeder stated that it's been common practice to adopt the most recent code book and 1994 i~ the most recent: Motion by CounCilmember Peterson and seconded by Councilmember Beyer to adopt Ordinance ~/96-03 adopting;the 1994 Uniform Building Code. Motion carded, i Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and Zimmerman. VOting No: None. Case #31: Pi)lice Facility Update City Administrator Schroeder proposed that six of the 12 firms that responded to our request for qualifications fo~ the Police office construction project be invited back for the bidding stage. He stated that staff v~ould continue to refine through the bid specs and would report back to Council with any updates', Motion by Coundilmember Beahen and seconded by Councilmember Zimmerman to authorize staff to request bids or~ the Police Office building project. Case #32: In~troduce Ordinance Amending Chapter 2 of the Home Rule Charter - Mayor's Term City AdministratOr Schroeder stated that prior to the last election, the Charter Commission determined it wapted to review the electoral process by discussing terms, wards and primary elections. After the last election, this process went through a fairly significant review. Of all the items discussed, ~hey directed staff take only one suggested change to Council. They propose changing the tem~ of the Mayor from two years to four .years beginning with the election year 2000. The rationhle being it made sense to go to a four-year term but they did not feel going to that would be wise fo~ the election this fall because it would become a political issue. Councilmember Beyer stated she would like to see this type of major change be taken to the voters and placed on theiballot this fall. Councilmember ~immerman agreed with that, saying the Mayor's position is the most important in the City. We wofild be wise to get some input from the voters. Councilmember l?eterson suggested putting an article in the Ramsey Resident notifying the residents that the City is considering making this change. City Council/February 13, 1996 Page 27 of 32 /I
