Motion by Councilmember Peterson and seconded by Councilmember Beahen to schedule a public <br />hearing for March 26, 1996, which would allow staff time to write an article for the Ramsey <br />Resident explaining the possible change in the Mayor's term. <br /> <br />Motion carried. Voting Yes: Mayor' Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #33: Report from the Charter Commission <br /> <br />City Administrator gave a brief overview of the last Charter Commission meeting where they <br />discussed their annual letter to Judge Gibbs, reviewed the ordinance mending the Mayor's term, <br />appointed a chair and vice-chair, interviewed a candidate for a Charter vacancy and reviewed the <br />findings of fact for the public improvement petition process. <br /> <br />No action necessary. <br /> <br />Case #34: Report from Road and Bridge Committee <br /> <br />1) Installation of Traffic Signals at T.H. #10 and Armstrong Boulevard <br /> <br />City Engineer Jankowski reported that the Road and Bridge Comrrfittee received an update on the <br />installation of traffic signals at T.H. #10 and Armstrong Boulevard. In addition to the signalization <br />of Armstrong and T.H. #10, four ancillary improvements are proposed to be associated with this <br />project which include: an emergency vehicle preemption system installed at T.H. gl0 and <br />Armstrong Boulevard NW, signal system revision at T.H. #10 and Ramsey Boulevard, an <br />emergency vehicle preemption system installed at T.H. gl0 and Ramsey Boulevard NW, and <br />signal system interconnect along T.H. #10 between Armstrong Boulevard and Ramsey Boulevard. <br />He continued that in conversations with the MnDOT Signal Engineer, he provided direction on the <br />following project elements: the City would prefer the pedestrian crossing at Armstrong Boulevard <br />NW to occur on the west side of Armstrong Boulevard NW, the City would support the <br />emergency vehicle preemption system at both Ramsey Boulevard and Armstrong Boulevard as the <br />Fire Department has expressed considerable difficulty in crossing T.H. #10 against a red light, and <br />the City would support the LF.D for red indication for the signal system. The City of Ramsey's <br />cost share is estimated to be $10,000 which includes the City's participation in the County share. <br />He proposed that the City utitize MSA.construction funds. He added that the City will also be <br />responsible for operation and minor maintenance costs which are estimated to be $1,600 per year <br />which includes electrical operation, painting and re-Imping. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to direct staff to <br />request that the State prepare a Joint Power Agreement for this project. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and <br />Peterson. Voting No: None. <br /> <br />2) Update on T.H. #47/C.R. #116 <br /> <br />City Engineer Jankowski reported that the Road and Bridge Committee had been presented with a <br />plan sheet of the proposed T.H. g47/C.R, gl 16 project at their October meeting. At that t/me it <br />was noted that the raised median on T.H. #47, north and south of C.R. #116 would disallow the <br />ability for left tums. Highway officials insisted these medians were necessary for safety, it has <br />created some consternation on the part of the commercial property owners along the project. <br />Several property owners retained an engineer and attorney to discuss some compromise alternative <br />which would at least allow left turns north of C.R. #116 into River Bend places and the <br />SuperAmerica site for a limited period of time.
