We offer the following comments: <br /> <br />1. ~ The proposed plat consists of approximately 12 acres to be developed with <br /> municipal water and sanitary sewer and subdivided ~ato 26 singIe fami/y lots. <br /> <br />2. ~ The sketch plan identifies zoning as Industrial and is in error. The property is <br /> currently zoned R-1 Urban Residential and no rezoning wit1 be neCessary to facilitate the <br /> development of single family lots. . <br /> <br />3. Wetlands: DNR Protected Wetland #113 (Sunfish or Grass Lake) is located on the <br /> propert~& This wetland is classified as a Rexn'eational Development Water and as such, the <br /> lots within its shoreland overlay district are subject to more extensive area requirements <br /> than sL,~ndard urban residential lots. The sketch plan was forwarded to DNR for review. <br /> <br />3. Lot Sizes and Dimensions: The minimum lot area for waterfiont lots in this overlay district <br /> is 20,000 square feet and 15,000 square feet forall other lots. Therefore, Lots 1 through <br /> 12 of Block 1 should be at least 20,000 square feet in area, and Lots 13 through 23 of <br /> BlOCk 1[ and Lots 1 through 3 of Block 2 should be 15,000 square feet in area. Minnesota <br /> Rules x'fa:luire that these minimum lot sizes be calculated above the ordinary high water <br /> mark. It appears that a majority of the lots do not meet these requirements. <br /> <br />The pr6!iminary plat will have to verify that the above described lot sizes are met, and that <br />all lots~ meet the 80 foot (90 feet o.n corner lots) width requirement. As part of the <br />shoreI~d overlay rules, the preliminary plat will also have to verify that the lots are at least <br />75 feet '~wide.at the waterfront and buit~ding lines. <br />AqeessltaPlat: The plat will receive access from SunWood Drive; individual lots will <br />receive iaccess from interior streets. <br /> <br />Transo0rtation Impacts: On November 20, 1995, the Ramsey City Council approved the <br />establishment of a Transportation Impact Fee. At this time, the fee is proposed at $500.00 <br />per lot.
