ELIGIBILITY All proposers who ~can answer "yes" to all five qualifying criteria (see page 4), and have not received funding .f~r the past three consecutive years are eligible. This includes the City of Ramsey or any enti~ of the City. However, only one "City" proposal per year will be accepted by the Commission and the three consecutive year limitation applies. INTRODUCTION_ AND GENERAL CONSIDERATIONS The Park and Rec~'eation Commission's (here after referred to as the Commission) Lawful Gambling Fund Re¢iew Committee coil/prises nine individuals including the City Administrator and the Commission's Ex Officio. Throughout the yeM the Commission will solicit and accept applications for projects occurring the following year. Applications will be accepted at any .time. The deadline for submittal of projects will be 5:00 p.m. th~ second Friday of JanuarY for projects to occur that year. For 1995, the Comr0ission h,,as av~,lable approximately $3,000, equating to one or more projects totaling more than $~6,000 in ' value . Applicant's are urged to make early contact with a Commissioner or staff member to: ensure appropriateness wit~i the program's intent and the City's plans; to potentially improve the proposal with other elements and cooperation; and, to define potential City project assistance. Applying for this prpgram is not a guarantee of funding. If there is a more appropriate source of funding, your proPoSal may not be eligible or you will be advised early in the process to seek other sources of assistance. The Commission reserves the right to modify the provisions of this application when it is deemed in the best interest [of the City, including modifying the available dollars to fund additional worthwhile projects.i Conversely, the Commission may deci~te not to fund any projects in a given year. The project must cle~ly benefit youth of Ramsey by recreational improvements or related property improvements with City limits, or in the case of outdoor environmental education, the project must provide lasting benefits for Ramsey's residents. 1995 Project Emphasis The Commission res~erves the right to exclude certain projects or provide special consideration for others. For 1995 thet'e is no project emphasis guidelines to consider· Evaluation Proce.~s Each Committee m~mber will receive copies of all proposals to review prior to the February meeting. After the gpplicant's presentation to the Commission, each Committee member will assign a ranking to the projects. The rankings would be added then divided by the number of voters to determine ~e initial ranking. At this point, the Committee will undertake a discussion to ensure that the resulthnt rank of the project does indeed fit the City's need. This collective review may allow for a re-vOte of all of the project or an agreement to modify the scope of the program or the available dollars t~ ensure the City receives the most benefit for its effort.
