Also the segment between County Road g83 and Highway gl0 at the western edge of Ramsey, has existed for a nurrlber of years. What remains to be completed is the segment between Variolite Street N.W. and County Road #83. It is contemplated that acquisition of the property be provided for by the MSA a0d park portion of Landfill Trust Fund interest. The park allocation is suggested in that in additioni to fight-of-way acquisition, it is intended that all of the wetland area south of the right-of-way be ipurchased for eventual nature preserve. As was the case in the 1991 improvement, th~ MSA fund will provide for the entire cost of the roadway. It is suggested that, in addition to the roadway, an off-mad ~ be completed as an MSA eligible project expense. It is projected that thei acquisition occur in 1996 with construction in 1997. This will complete the crosstown that e~sts between Roanoke Street N.W., east of Trunk Highway g47 through the community to Hi.~hway #10, a distance of over six miles. This project has increased in cost fairly dramatically. A.ffzr completion of an Environmental Assessment Worksheet, the City altered the alignment to avoi~l a protected wetland. Costs further increased to mitigate potential impacts on habitat. Project Scope was expanded to provide the off roadway trail as a pedestrian safety enhancement_ : Project Year Property Acquisition 1996 Consnmction (includes roadside trail) 1997 Funding $ 80,000 - MSA $ 712,000 - MSA $ 792,000 S-3 - McKinleY Street Projects McKinley Street, upon its completion, will function as a frontage road for the north side of Highway #10, an~t will also provide major access for the commercial and industrial property between the raJlro~id tracts and County Road gl 16. The segment of reis roadway between County Road #57 and UraOium Street was constructed in 1995 and land acquisition has also been initiated for segments betWeen Jaspar Street and County Road #57. It is anticipated that this project will be funded by a combination of Tax increment, MSA funding and Assessments.
