We offer the following <br />comments: <br /> <br />1. Zoning and General: The property is zoned R-1 Rural Residential and single <br />family residenl:ial lots are a permitted use under this zoning. The property is also subject to <br />4 in 40 densit'F zoning and the 29.7 acre parcel is restricted to three (3) lots. The plat is <br />proposed to consist of 3 lots; Parcel A will accommodate the existing Tranby homestead, <br />Parcel B will be the location of the new Tranby homestead, and Parcel C is reserved for <br />future development. <br /> <br />The final plat ahould identify the chosen name for the plat and assign lot and block numbers <br />to the parcels.. <br /> <br />2. Resuhdivision Plan: The property is located in the Rural Service Area, for <br />which service with municipal water and sanitary sewer is very remote. Therefore, because <br />of the 4 in 40 Censity zoning prohibiting further resubdivision of the property until sewer <br />and water is ~vailable and the remoteness of those services, Staff is not requiring a <br />resubdivision plan. In addition, Mr. Tranby is planning for the future resubdivision of the <br />property through alternative methods discussed in Items 3 and 4 below. <br /> <br />3. Lot Dimensions and Area: The minimum lot size in the Rural Service Area is <br />10 acres. Twoiof the lots meet this minimum but the third lot is proposed at 2.5 acres. It is <br />Staff's underst~nding that Mr. Tranby has a buyer for his home on Parcel A who desires a <br />10 acre lot. Mr,.. Tranby will build his home on Parcel B, the 2.5 acre lot, and intends to <br />hold Parcel C for future development if and when 4 in 40 density zoning is repealed. Mr. <br />Tranby's request for a deviation from the 10 acre minimum on Parcel B is to lessen the <br />impact of his new homestead and this minor subdivision on the future developability of the <br />remainder of ~e property and retain as many options as possible for the resubdivision of <br />Parcel C. Staft~recommends approval of this deviation to minimum lot size on parcel B as <br />the plat will re~ain its conformance with 4 in 40 density zoning. <br /> <br />Each lot is in Compliance with the requirement for 200 feet of frontage on a public road. <br />Information should be provided to the City to verify that the existing homestead on Parcel <br />A will meet applicable structure setbacks from the newly created property lines. <br /> <br />q <br /> <br /> <br />
