Planning Proposal for:
Mississippi West Regional Park

Anoka County Department of Parks and Recreation

3. Demand Forecast

The master plan for Mississippi West Regional Park proposes a number of recreational use areas
that will "draw" park users and differentiate it from Rum River Central, Bunker Hills, and Elm Creek
Regional Parks.

Small Boat Access - None of the above regional parks provides small boat access to the Mississippi River.
Meetings with local officials fi'om Ramsey, Anoka, Champlia, and Coon Rapids all indicate a desire to
increase small boat access to the Mississippi River. The following lists small boat access:

Anoka County - ramp on reservoir of the Coon Rapids Dam Regional Park
City ofAnoka (Anoka County) ~ ramp at Rum and Mississippi rivers
City of Champlin (I-Iennepin County) - ramp near of Highway 169 bridge
Historic V'fllage of Dayton (Hennepin County) - ramp at Crow and Mississippi rivers
Otsego Township (Wright County) - carry-in at Otsego Park
gravel ramp at MN DOT Babcock Wayside

Anoka County residents wishing to launch a small boat on the Mississippi River north of the Coon
Rapids reservoir find limited, poor condition launch facilities. The best boat launch is located in Dayton at
the Crow and Mississippi River. Anoka County residents would need to cross the Highway 169 bridge and
proceed six miles northwest of Champlin.

The proposed small boat launch at Mississippi West Regional Park would allow for a quality ramp.
The other proposed park facilities would support a long, varied park outing for boat launch users.

Swimming Recreation Area - Mississippi West Regional Park is located in the Anoka Sand Plain. Quality
swimming lakes are few. The Mississippi and Rum rivers offer limited safe swimming. The following lists
surrounding outdoor swimming opportunities:

City
City
city
City
City
City

of Coon Rapids (Anoka County) - one outdoor pool - River Wind Pool
ofAnoka (Anoka County) - one outdoor pool - Charles Swan Pool
of Andover (Anoka County) - none
ofRarnsey (Anoka County) - none
of Champlin (Hennepin County) - Elm Creek Regional Park
of Dayton (Hennepin County) - Elm Creek Regional Park

Anoka County -

Wave Pool at Bunker Hills Regional Park
Lake George at Lake George Regional Park
Twin Lake at Twin Lake County Park

24
