CASE #: 3 <br /> <br /> REQUEST FOR SKETCH PLAN REVIEW OF SUNFISH ESTATES; <br /> CASE OF GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />John Peterson of Good Value Homes is requesting sketch plan review of Sunfish Estates. The <br />property is loeat ~u:! on the east side of Sunfish Lake. <br /> <br />The plat consists of about 12 acres proposed to be subdivided into 26 single family urban <br />residential lots. ~he following items are enclosed for your information: <br /> <br /> a) S~te location map <br /> b) P~'oposed sketch plan <br /> e) Qity Staff review letter dated De,tuber 28, 1995 <br /> d) I.Jetter from DNR dated December 29, 1995 <br /> <br />Notification: <br /> <br />City Code does Oot require notification of sketch plans; the neighboring property owners will be <br />notified of the pdblic hearing when the developer applies for preliminary plat approval. <br /> <br />Observations: <br /> <br />The subject property is zoned R-1 Urban Residential for which single family urban lots is a <br />permitted use. <br /> <br />The plat is in th~ overlay district for Wetland #2-118, and as such, waterfront lots are required to <br />be 20,000 squM. e feet in area and all other lots are to supposed to be 15,000 square feet. <br />Minnesota Rule~ requires that these minimum area requirements be calculated above ordinary high <br />water. It appear~ that a majority of the lots do not meet these shoreland requirements. Waterfront <br />lots also have to ~ at least 75' wide at the water frontage and be able to meet a structure setback of <br />50 feet fi.om ord~n~ ary high water. <br />A Grading and ~age Plan and a Tree Preservation and Planting Plan will be required at the time <br />of prelimlnary.~..lat approval. The Tree Plan should identify trees to be preserved during <br />construction and!the planting of one 2-inch diameter tree in the .front yard of each of the lots. <br /> <br />The Park Comm.lssion reviewed the sketch plan at their December meeting and directed Staff to <br />identify probabl~ lake access and visibility points. The Park Commission will be reviewing the <br />sketch plan agalin on January 11 and their recommendations will be incorporated into the <br />preliminary plat ~rought to the Planning Commi~qsion for a public hearing. <br /> <br />Recommendation: <br /> <br />City Staff recom~tnends approval of the sketch contingent upon compliance with City Staff Review <br />Letter dated Dec~mber 28, 1995 and recommendations of DNR dated December 29, I995. <br /> <br /> Commi~ion Action: <br /> <br />Motion to: <br />Approvej~leny the sketch plan for Sunfish Estates contingent upon compliance with City <br />Staff review letter of December 28, 1995 and the recommendations of thc DNR, <br /> <br />Review Checldisi: <br />PC: ~ <br /> <br />City Engineer <br />Parks & Utilities Supervisor <br />1/2/96 <br /> <br /> <br />
