REQE <br /> <br />Background: <br /> <br />Vance Bros., Inc <br />their facility at <br />preparation mate: <br /> <br /> CASE <br /> <br />EST FOR SITE PLAN REVIEW FOR AN EXPANSION TO <br /> VANCE BROS., INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />i, formerly Ammo, has applied for site plan approval to construct an expansion to <br />14021 Azurite Su'eet N.W. The facility manufactures and applies surface <br />:ials for outdoor athletic courts. <br /> <br />The following i~ms are enclosed: <br /> <br /> a) Site location map <br /> b) S~[te plan and building elevations <br /> c) C~ty Staffreview letter dated December 28, 1995 <br /> <br />Notification: <br /> <br /> Site plans are no~t required to be subjected to a public hearing. Neighboring property owners were <br /> not apprised of ~e application because the facility is in a heavy industrial area and no significant <br /> impacts to surroa~ nding properties is anticipated as a result of the proposed expansion. <br /> <br /> Observations:~ <br /> <br />The expansion plans include the addition of 4,800 square feet to the existing building and <br />construction of 65,000 square foot cold storage warehouse. The cold storage warehouse exceeds <br />the 30% of princ~ipal building restriction on accessory buildings. Staff supports waiving the 30% <br />restriction in ordbr to keep all operations indoors. <br /> <br />The proposed e4x' pansion meets City Code requirements for lot coverage, setbacks, lighting, <br />landscaping, nmhber of off-street parking areas, and waste storage. <br /> <br />City Code requires that all travelled portions of the site be paved and curbed. The site plan <br />proposes to inst411 bituminous and there is a verbal commitment for curbing any bituminous from <br />the front of the ~uildings to the street. It is not unusual for the City to waive curbing behind the <br />buildings in the ~eavy industrial district, however, a modified site plan would have to be submitted <br />identifying exaegy those areas to be curbed. <br /> <br />City Code also requires at least 50% of the exterior facing finish on buildings to be other than <br />metal. The existing building consists of fibbed metal panels and the applicant is proposing the <br />same finish on ye expansion area and the cold storage warehouse. The applicant has also declined <br />to consider up ~gff0ding the buildings with the use of tax increment funds. <br />Drainage needs io be addressed with the construction of detention ponds to hand storm runoff. <br />Recommendation: <br /> <br />City Staff recommends denial of a site plan that does not provide for upgrading the exterior finish <br />on the builclingsI <br /> Commission Action: <br /> <br /> Motion tO: <br /> Recomr~end that City Council approve/deny the site plan for expansions to the Vance Bros. <br /> facility ~t 14021 Azurite Street N.W. <br />Review Chectdi~t: City Engineer <br />PC: ~ 1/2/96 <br /> <br /> <br />
