10. <br /> <br />11. <br /> <br />12. <br /> <br />WetlY: DNR Wetland ~2-118 is located on the property. The preliminary plat indicates <br />that the ordinary high water level (OHW) is 866.0. All land at or below the OHW is under <br />DNR jurisdiction and permits would be required for any alterations to the basin. No filling <br />would be allowed for the creation of upland without a wetland mitigation plan approved by <br />DNR. There may be additional wetlands on the site which are subject to other regulatory <br />agency review. City staff recommends having all wetlands on the property delineated by a <br />qualified wetland biologist designated as drainage easements on the final plat. <br /> <br />~ The Grading and Drainage Plan prepared by Brent Roshell dated December 15, <br />1995 has been submitted and is generally acceptable. The storm water drainage plan calls <br />for connection of the wetland system in this area such that they outlet from north to south. <br />It would appear a pipe would be necessary connecting the wetlands on the north and south <br />side of 149th Avenue to facilitate this plan. <br /> <br />Tree Preservation and Planting Plan: A Tree Preservation Plan has been submitted and is <br />generally acceptable. The Park Commission ag;reed with staffs recommendation that some <br />trees be relocated along the north half of the east boundary line to screen the landf'flls fence <br />and the pending powerline from the new homes. Staff assumes that the eastern red cedars <br />and small oaks (not shown) within the areas to be graded will be relocated. <br /> <br />~: It is staffs understanding that the site improvements will be installed as a private <br />project with no financial participation on the part of the City. Sewer and water mink lines <br />will need to be extended to the site from the AEC Energy Park development to the south. <br />The utilities plan prepared by Brent Roshell dated December 15, 1995 is generally <br />acceptable. The final engineering plans will need to be reviewed to determine watermaln <br />sizes, valve locations, and identify utility stubs along the perimeter of the site to facilitate <br />service to adjacent land parcels. <br /> <br />park Dedication: Park dedication shall consist of park land and trail corridor along the east <br />line to connect County Road #116 and Garnet Street. In addition, a 35 foot corridor will be <br />dedicated to connect I.imonite Street to 149th Avenue. Both of these parcels will receive an <br />8 foot bimmlnous trail constructed as a Stage I improvement. The 35 foot corridor linking <br />to Limonite Street is clearly a trail link as detailed in City Code and benefits Pondview's <br />residents and therefore will not be park dedication eligible. Because it is a trail link, the <br />width could be reduced somewhat. The Developer will receive credit against cash due for <br />all of the land and trail constructed on the east line. The half acre area shown as park north <br />of 148th Avenue and Block 3 is of minimal value as park and therefore staff is <br />recommending no credit be applied. Within the MUSA, the minimum trail corridor width <br />is 35 feet. The corridor width as shown on the 12-t5 plan submittal east of t44th Ckcle is <br />unacceptable. <br /> <br />It is staff's understanding that Waste Management, owners of the property to the east of <br />Pondview, may have difficulty in executing land transfers at this time. In order to ensure <br />that north/south travel on the east line is available, the Developer should dedicate an outlot <br />on the east side of Lot 37 and dedicate a park easement concurrent with the utility easement <br />between Lots 39 and 40. When the needed property is acquired to the east of the wetland, <br />the outlot could be deeded to the owners of Lot 37. In any case, the walkway shown at <br />144th Circle should be deleted in favor of the one mentioned at 145th Avenue,. <br /> <br />Pedestrian Transportatiorl Routes: The pedestrian transportational route from Hematite <br />Street southeasterly to the plats boundary is accurately shown. The path depicted along <br />County Road #56 stops at the plat boundary. The Park and Recreation Commission <br />recommended that the path connect to County Road #116. Permission should be received <br />from Anoka County to collraruct tho path within the County Road #1 t6 right of way. <br /> <br /> <br />
