We are also in receipt of a <br />Preliminary Utility Plan, Final ~g Plan and a Tree Preservation Plan, all prepared by Passe <br />Engineering, INC., and dated December 15, 1995. We offer the following comments: <br /> <br />1. Generali The proposed plat consists of approximately 85 acres to be developed with <br /> municipal water and sanitary sewer and subdivided into 150 single family lots. <br /> <br />2. Zo. Iliagl iThe property is currently zoned Industrial and a rezoning to R-1 Urban Residential <br /> has been; property applied for. ' <br /> <br />Lot Sizes and Dimensions: DNR Protected Wetland #2-118 is located on the subject <br />propert: and is classified as a General Development Water. As such, all riparian lots must <br />be at le~t 15,000 square feet in area and all non-riparian lots must meet the standard urban <br />minimtua of 10,800 square feet. Minnesota rules requires that the minimum lot area be <br />calculate d above the ordinary high water mark. It appears that the plat is in conformance <br />with the~e standards. <br /> <br />DNR haS further recommended that some type of easement or covenant or deed restrictions <br />be implgnented for the properties adjacent to the wetland areas to ensure property owners <br />are awar~ that the wetlands cannot be altered without appropriate permits. Staff suggests <br />that the .Developer approach DNR for some recommended restrictions. <br /> <br />All lots meet the minimum lot width in the R-1 Urban Residential District of 80 feet, or 90 <br />feet on comer lots. <br /> <br />Access ~o Plat: The plat is proposed to have two accesses onto Industry Avenue N.W. <br /> ounty! Road #116) and one access on Ramsey Blvd. N.W. (Couny Road #56), the <br /> ocation.n of which have been approved by the Anoka County Highway Department. <br /> <br />Transuo~i3ation Imt~acts: On November 20, 1995, the R~msey City Council approved the <br />establlsI~ment of a-Transportation Impact Fee. If the fee is enacted by April 15, 1996, this <br />plat will be subject to same. <br /> <br />Streets: None of the lots will have direct access onto the county roads. One of the 5 cul-de- <br />sacs exceeds the 600 foot maximum length but it is the only feasible way to get public <br />access t6 developable high ground on the north side of Wetland #2-118. <br /> <br /> <br />
