We offer the following comments: <br /> <br />e <br /> <br />D. ttltr, ak The proposed plat consists of approximately 12 acres to be developed with <br />municipal water and sanitary sewer and subdivided into 26 single family lots. <br /> <br />~ The sketch plan identifies zoning as Industrial and is in error. The properly is <br />currently zoned R-I Urban Residential and no rezoning will be necessary to facilitate the <br />development of single family lots. <br /> <br />Wetlands; DNR Protected Wetland #II3 (Sunfish or Grass Lake) is located on the <br />property. This wetland is classified as a Recu'eational Development Water and as such, the <br />lots within its shoreland overlay district are subject to more extensive area requirements <br />than standard Urban residential lots. The sketch plan was forwarded to DNR for review. <br /> <br />Lot Sizes and Dimensions: The minimum lot area for waterfront lots in this overlay district <br />is 20,000 square feet and 15,000 square feet for all other lots. Therefore, Lots I through <br />12 of Block 1 should be at least 20,000 square feet in area, and Lots t;t tfirough 23 of <br />Block 1 and Lots t through 3 of Block 2 should be 15,000 square feet in area. Minnesota <br />Rules require that these minimum lot sizes bo calculated above the ordinary high water <br />mark. It appears that a majority of the lots do not meet these requirements. <br /> <br />The preliminary plat will have to verify that the above described lot sizes arc met, and that <br />all lots meet the 80 foot (90 feet on comer lots) width requirement. As part of the <br />shoreland overlay rules, the preliminary plat will also have to verify that the lots are at least <br />75 feet wide at the waterfront and buil~ding lines. <br /> <br />Access to Plat: The plat will receive access from Sunwood DA'ye; individual lots will <br />receive access from interior streets. <br /> <br />Trans¢ortation [mr)acts: On November 20, 1995, the Ramsey City Council approved the <br />establishment of a'Transportation Impact Foe. At this time, thc fee is proposed at $500.00 <br />per lot, The exact implementation details have not been finalized but the subject property is <br />potentially impacted by this new fee. <br /> <br /> <br />
