Sylvia Frolik
January 4, 1996
Page two

Any use of, or work within Mn/DOT right of way will require an approved Mn/DOT
permit. The permit necessary depends on the nature of the proposed work. Bill Warden,
of our permits section, may be contacted at 582-1443 for information regarding the permit
process.

Mn/DOT's policy is to assist local governments in promoting compatibility between land
use and highways. Residential land use adjacent to highways will usually result in
complaints about *~affic noise.

The Minnesota Pollution Control Agency has established noise standards and the U.S.
Department of Housing and Urban Development also has guidelines. Traffic noise from
this highway could exceed noise standards established by these agencies.

Mn/DOT policy regarding new developments adjacent to existing highways prohibits the
expenditure of highway funds for noise mitigation measures. The developer should assess
the noise situation and take the action deemed necessary to minimize the impact of any
traffic noise.

If you have any questions regarding this review please contact me at 582-1387.

Sincerely,

Cyrus Knutson
Transportation Planner

c: Skip Anderson, Anoka County Surveyor
