January 29, 1996 <br /> <br />TO: <br /> <br />Ramsey City Council Members <br />Ramsey City Planning Commission Members <br />Ryan Schroeder, City Administrator <br />Steve Jankowski, City Engineer <br />Blaine Edmundson, Developer <br />Service Road Neighbors <br /> <br />On Saturday, Jan. 27, I received a letter from the city again in- <br />dicating the extension of sewer and water along the service road <br />along highway #47 to service the Brandseth subdivision. The letter <br />included the policy requiring connection to the utilities within <br />two years at a cost to the homeowner of 83993 plus a 8215 meter fee. <br />There would be additional costs for installing laterals to %he <br />structures. <br /> <br />One thing that is not being taken into consideration is that at <br />least several of the residences along the service road have their <br />septic systems in the rear of the house. Does it still make sense <br />to force hook-up even though it isn't needed? <br /> <br />Another thing which should be considered is the fact that there <br />apparently are already plans made to run a trail on an easement on <br />the East side of the highway through this same area. It already <br />exists to 182nd Avenue. Doesn't it make more sense to run sewer <br />and water under a trail easement rather than tearing up and replacing <br />an existing service road? I understand there will be a service <br />station/convenience store type of business going in at the corner <br />of l$3rd and highway #47 between the highway and clinic. Won't this <br />business need sewer and water? The whole thing could be done on <br />the East side of the highway without affecting any long-time residents. <br />I am sure the farm on the East side will be replaced by development <br />in the near future so there will be little impact there. Since the <br />city prides itself with being a "Tree City" it would also save some <br />unreplaceable trees. <br /> <br />Does this all make too much sense to be reasonable? I don't think <br />the residents on the service road should need to help pay the bill <br />for services to the neb, development. <br /> <br />A1Kempf <br />15220 St. Francis Blvd, <br />Ramsey, Mn 55303 <br /> <br />By the way, I think it is completely ridiculous to use 1992 <br />traffic counts at the Highway #47 plannin~ meeting. Does <br />anyone at City Hall know what has happened alon~ ~47 and <br />County Road #5 since 19927 <br /> <br /> <br />
