Review Letter - Brandseth
January 30, 1996

corridor. The preliminary plat shows an additional dedication along T.H.
4/47 of 17 feet, bringing the total right-of-way width to 50 feet. Because of
the potential for future improvements .to the intersection of T.H. #47 and
153rd, this dedication needs to be 60 feet and therefore, an additional 10
feet of right-of-way is requested.

Transportation Impacts: On November 20, 1995, the Ramsey City Council
approved the implementation of a Transportation Impact Fee at a rate not to
exceed $500 per lot. It is expected that if the fee is enacted by April 15,
1996, Brandseth will be subject to said fee.

Wetlands: There are no protected wetlands nor wetlands which appear on
the national wetland inventory located within this parcel. The applicant is
responsible for complying with the Wetland Conservation Act. If any areas
within the plat meet the wetland def'mition, they are protected by the Act.

Drainage: A revised Drainage Plan prepared by Ross Abel and dated
January 19, 1996, has been reviewed and is generally acceptable. Ali
roadways within the plat are drained overland to the intersection of
Germanium Street with 152nd Avenue and 152nd Lane. A storm sewer
within Germanium conveys stormwater to a point approximately 200 feet
south of 153rd Avenue and then coveys the stormwater eastward to a
detention pond proposed to be constructed within a natural low area south
of I53rd Avenue located on the future commercial outlot. A 12 inch outlet
from this sedimentation pond is proposed to run along the west right-of-
way of T.H. #47 and discharge into the roadside ditch south of 152nd
Avenue. From there, the ditch would convey the flow into DNR protected
wetland #658. An outlet to the Rum River for this wetland and wetland
//657 which is on the east side of T.H.//47 is proposed for construction
during the summer of 1996.

The backyards of the lots west of Germanium are proposed to drain
northward overland toward the natural low point near the UPA substation.
Staff recommends that a storm pipe be extended eastward from Germanium
Street at a point south of the substation. This storm pipe will allow for the
drainage of City property to the west and will also intercept drainage from
six of the ten rear yards in this block. Rear yards from ten lots south of
152nd Avenue also follow the natural topography and drain onto the
adjacent property to the south. Ali other rear yards drain to the interior of
the subdivision. The volume of rear yard drainage from the plat onto
adjacent parcels represents a reduction from the existing conditions due to a
reduction in contributing drainage area.

Utilities: This subdivision will be serviced with municipal sewer and water
utilities. It is anticipated that sewer and water will be extended to the plat
through the service road and Kempf property along the west side of T.H.
f47. However, alternative extension routes do exist. A twelve inch trunk
watermain along 153rd Avenue and Germanium Street will be installed as
part of the water distribution system.
