The plan proposes to construct a bank on the west <br />side of T.H. ~7 at 142nd Avenue N.W. We are also in receipt of Building Elevations consisting <br />of one (1) sh~t also prepared by Krosunsky Krank Erickson Architects, Inc. and dated January <br />16, 1996; a P~eliminary Grading and Drainage Plan consisting of one (i) sheet prepared by <br />Putnam Const~ltants P.A., dated January 16, 1996; and a one (1) sheet Landscape Plan dated <br />January 15, 19~6, prepared by Markell Laberee Design Group. We offer the following comments: <br />Property_ Histo~:: The subject site is the current location of Ramsey's Old Town Hall and the <br />former public ~orks building. In preparation of the site plan, it became apparent that the current <br />north property[line extends into what should be the right-of-way for 142nd Avenue N.W. It is <br />also anficipate~l that MnDOT will require additional fight-of-way along T.H. t~47. In negotiating <br />for redevelopr[aent of this site, the City has agreed to replat the property to accomplish the <br />following: a) ~eparate the Old Town Hall onto its own lot of record; b) dedicate appropriate fight- <br />of-way to 142rl. d Avenue N.W.; c) Dedicate additional right-of-way to T.H. g47. <br /> <br />Trunk Hiehwatv ~47 Rieht-Of-Wav: The site plan proposes dedicating an additional 12 feet of <br />right-of-v~ay, b~Snging the total right-of-way width to 45 feet west of T.H. g47 centerline. This is <br />consistent with! the right-of-way width dedicated immediately to the south. Combined with the 75 <br />feet of right-of[way dedicated east of centerline, the trunk highway has a total right-of-way of 120 <br />feet. This width is adequate to accommodate the long term road section requirements identified in <br />the current T.tL #47 Corridor Study. However, there would not be adequate fight-of-way to <br />accommodate ~. pedestfian/bicycle trail adjacent to the highway. It is recommended that the site <br />plan be modifi~ d to add a trail along the southern boundary of the historic town hall property and <br />along the wefl~ nd. This trail should then run along the south side of 142nd Avenue to provide a <br />crossing oppor unity at T. H. #47. <br /> <br />Zoning: The s~e is zoned B-1 Business for which a bank is a permitted use. <br /> <br />l~ff, l:ag~i The site is approximately 1 acre or 44,024 square feet in size. Lot coverage is <br />restricted to 35% or 15,408 square feet. The proposed size of the principal structure is 2,500 <br />square feet, which is in compliance with City Code. A possible future expansion of 1,500 square <br />feet is noted oia the site plan. The lot coverage restriction would not be exceeded by such an <br />expansion. <br /> <br />Utilities: The f~cility will be served by municipal utilities. <br /> <br />37 <br /> <br /> <br />
