Review Letter - Landmark Bank Site Plan
January 31, 1996

Setbacks: The Building Elevations indicate that the building will face the west property line. The
City is in the process of mending the structure setbacks from thoroughfares to 60 feet from
centerline of road fight-of-way plus the local applicable setback. In this case, 60 feet plus a 35 foot
rear yard setback would apply to the T.H, ~47 side of the property. The front or west yard setback
would be 35 feet and the south setback would be 10 feet and on the north, it would be 20 feet. It
appears that the proposed location of the structure meets ail setback requirements.

~ No screening is required from the adjacent B-1 Business property to the south, nor the
Flint-wood Out. lots O and J to the west and north as the Planned Unit Development agreement
reserved those areas for commercial uses.

~ section 9. t 1.09 of City Code requires a 20 foot wide landscaped area along all
public streets. It appears that in the process of dedicating additional fight-of-way to T.H. g-47, the
oppommity to provide a 20 foot wide landscaped area is lost and the most that can be achieved is a
10 foot wide area. Given the importance of providing area necessary for possible future
improvements to T.H. #47, Staff supports a reduction of the landscape requirement along T.H.
~47. A minimum of a 15 foot wide landscaped area can be achieved along 142nd Avenue N.W.
provided a portion of that requirement is fulfilled in the right, of-way for 142nd. In order to get the
appropriate right-of-way width dedicated for 142nd, Staff supports a reduction in the landscape
width and use of right-of-way to fulfill the landscaping requirement along 142nd. The remainder
of the landscape plan is acceptable.

Architectural Standards: City Code restricts structure heights to 35 feet and exterior wall finishes
must be of material that is 100% other than metal on the exposed wails. The site plan specifies a
one-story building that will not exceed 35 feet in height. The finish on the exterior walls is
proposed to match the finish on the Old Town Hail: face brick with an asphalt shingle roof and
wood fascia and trim.

W~ste Storage; City Code requires that ali solid waste and refuse receptacles shall be stored within
a completely screened structure or container. The site plan should be modified to identify the
location and construction materials for the waste storage area.

Off Street P~king - Desi~: In accordance with City Code, all driveways, off-street parking, and
maneuvering areas are proposed to be surfaced with bituminous and finished with B-612 concrete
curbing. Although Staff knows the intention is to treat all travelled portions of the site with
pavement and curbing, the site plan should be modified to specifically identify areas to be paved
and curbed.

Off Street Parking - Spaces Required: City Code requires 1 parking space for every 200 square
feet of office space. The bank is proposed at 2,500 square feet with a possible future expansion to
4,000 square feet. Twenty parking (20) spaces would be required for a 4,000 square foot facility;
the site plan proposes to construct 25 parking spaces. In addition, the site plan reflects that 7
parking spaces will be constructed on the south property line to accommodate the Old Town Hail
because of limited space left to the town hall sffte after creating a bank site large enough for
acceptable traffic flow on the property and preservation of mature trees.

The site plan should be modified to [nclude an exterior lighting plan.
