We are also in receipt of a <br />preliminary utility plan and a preliminary grading, erosion control and tree preservation plan also <br />prepared by John Oliver & Associates, Inc., dated January 15, 1996. We offer the following <br />comments: <br /> <br />General: The subject property is zoned R-1 Urban Residential and consists of <br />approximately 25 acres proposed to be subdivided into 46 single family lots. In accordance <br />with the recommendation of the Planning Commission at the time of sketch plan reivew, <br />the proposal for a commercial lot has been eliminated from the plan. <br /> <br />Streets and Access to Lots: The plat submitted proposes one access to serve 46 lots. <br />Generally, it is desireable to provide two or more access points. It is possible to provide a <br />second access outlet to the south through the extension of Sodium Street. During sketch <br />plan review, it was suggested that Sodium be extended northward to provide an <br />intersection with 153rd Avenue. It would appear that such a street system modification <br />would be both feasible and desireable. This would provide an immediate second access <br />point to the subdivision and would allow local traffic to avoid the use of County Road #57 <br />for east/west trips. This alignment would also allow for the creation of an additional lot. <br />This alternative may have some impact on existing trees, however, careful planning should <br />allow the grove of red and white oaks on the northeastern comer of the plat to be retained. <br /> <br />The access location of 152nd Avenue onto Sunfish Lake Blvd. has been approved by the <br />Anoka County Highway Department. However, they do note the need for some clearing <br />and grading in the northeast quadrant of Sunfish Lake Blvd, and 152nd Avenue and the <br />southeast quadrant of Sunfish Lake Blvd. and 153rd Avenue in order to meet Case I sight <br />distance requirements. Right of access along Sunfish Lake Blvd., with the exception of <br />152nd Avenue N.W., should be dedicated to Anoka County on the final plat. <br /> <br />All of the lots receive access from interior streets. None of the three cul-de-sacs proposed <br />exceed the 600 foot maximum length restriction. <br /> <br />Transportation Impacts: On November 20, 1995, the Ramsey City Council approved the <br />implementation of a Transportation Impact Fee at a rate not to exceed $500.00 per lot. The <br />development agreement will require that Fox Knoll 2nd Addition is subject to this fee if it is <br />enacted prior to April 15, 1996. <br /> <br /> <br />
