CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF BRANDSETH; <br />CASE OF BLAINE EDMUNDSON <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On December $, 1995, the Planning Commission conducted a public hearing for preliminary plat <br />approval of Brgndseth. Brandseth is located in the southwest comer of the intersection of 153rd <br />Avenue N.W. ~md T.H. 847. The plat consisted of approximately 22 acres proposed to be platted <br />into 45 single family urban residential lots and one outlot reserved for commercial development. <br />The Planning (2~ommission tabled preliminary plat approval for a revised drainage plan. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />c) <br />f) <br /> <br />ite location map <br /> evised preliminary plat and drainage plan dated January 19, 1996 <br />Letter from Mn/DOT dated January 4, 1996 <br />Letter dated January 25, 1996 from City Engineer to residents impacted by the <br />proposed extension of municipal services <br />Letter from A1 Kempf dated January 29, 1996 <br />City Staff review letter dated January 30, 1996 <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />subject proper~y. Property owners within 500 feet of the subject property were notified of the <br />December 5 p~blic hearing. Subsequent to the public hearing, a separate letter from the City <br />Engineer was sent to residents impacted by the extension of municipal services to the plat. <br /> <br />Observations: <br /> <br />The revised preliminary plat reduces the number of single family residential lots from 45 to 40 and <br />increases the commercial ouflot to 8.75 acres. <br /> <br />A majority of t4he property is zoned B-1 Business except for a small portion along the south plat <br />boundary which is zoned R-1 Urban Residential. Upon approval of the preliminary plat by the <br />Planning Commission and City Council, the developer will be advised to make official applicatoin <br />for the rezoning necessary to accommodate the residential portion of the plat. <br /> <br />All lots meet th, minimnm area requirements and minimum width requirements are met either at the <br />street frontage 9r building setback line. The plat will receive access from 153rd Avenue N.W. and <br />all lots will receive access from interior streets. The plat still provides for the platting of 152nd <br />Avenue N.W. tp the west boundary to provide future access to City-owned property. The City <br />and Mn/DOT are requesting an additional 27 feet of right-of-way along T.H. g47; the preliminary <br />plat continues to propose an additional 17 feet. <br /> <br />The revised draln~ age plan collects storm runoff generated within the plat and conveys it southward <br />along the west ~ide of T.H. ~q47 and discharges it into Wetland #658 located south of 149th Lane. <br />An outlet for this wetland and Wetland #657 are proposed for construction in I996. Only ten <br />yards south of l~52nd Avenue and west of Germanium Street will runoff the plat ske, however, the <br />volume of that!runoff will be a decrease from the existing conditions due to a reduction in the <br />drainage area. <br /> <br />7 <br /> <br /> <br />
