Review Letter: Alloy Recovery Site Plan <br />Febraary 21, 1996 <br />Page 2 of 2 <br /> <br />Screening: The conditional use permit under which the facility is currently operating requires that <br />all outside storage be screened from public view to a degree of 90% opacity. It is staff's opinion <br />that the facility is not in compliance and although the expansion area will house a lot more of the <br />operation, there will still be some outside storage that is appropriate to be screened from the east, <br />west and south. Staff is recommending that a screening plan be submitted which would provide <br />for the establishment of a substantial amount of tree growth on these 3 lot lines. <br /> <br />Off Street Parking - Numl;~er of Spaces: City Code requires 1 parking space for each person on the <br />maximum working shift. The applicant has indicated that although there are times when the facility <br />is operating 3 shifts, the peak season staff remains to be six (6) employees. The site plan identifies <br />8 existing off-street parking spaces. <br /> <br />Off Strict Parking and Drives - Desi_ma: The site plan permit for the construction of the original <br />facility waived curbing around pavement in the backyard; the curbing required around the perimeter <br />of pavement from the building front to the street has not been installed. The site plan is proposing <br />to expand the paved area around the peimeter of the expansion structure. Staff is again <br />recommending that all pavement from the front of the building to the front yard be finished with B- <br />612 concrete curbing, including the existing off-street parking area. <br /> <br />iI2miaag~ The topography of the site is relatively flat with natural drainage flowing from south to <br />north toward the existing ditch section in 142nd Avenue N.W. The proposed building will add <br />approximately 0.25 acres of additional impervious rea. The north half of the building will <br />discharge roof drains onto the ground north c~f the building and flow over approximately 90 feet of <br />turf before being discharged into the south ditchline of 142nd Avenue. The south half of the <br />building must flow eastward and then northward to the street ditch. It is proposed a sump area be <br />graded west of the bituminous access drive to provide an opportunity for some infiltration of storm <br />water prior to discharge to the ditch. <br /> <br />The Planning Commission will be meeting at 7:30 p.m. on Monday, March 4, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., to review the proposed site plan. A copy <br />of the case cover sheet is enclosed.
