City of Ramsey

1'5153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

PHONE (612) 427-1410 FAX (612) 427-5543
TDD (612) 427~8591

February21,1996

Rick Foster :
Riverside Dev¢opment
19230 Evans Street
Elk River, MnI 55330

Re: Site PI.an for Bank

Dear Rick:

We are in rece!pt of a Site Plan consisting of two (2) sheets, a Grading Plan and a Landscape Plan',
dated Januar~ 26 & 29, 1996, prepared by Lampert Architects and Hakanson Anderson
Associates. '44.~e are also in receipt of a Floor Plan and Building Elevations prepared by Lampert
Architects datetd February 9, 1996. The plan proposes to construct a bank on the east side of T.H.
#47 at 142nd !venue N.W. (Lots 3 and 4, Block 1, River's Bend Plaza 3rd Addition). We offer
the following COmments:

Zoning: The property is zoned Planned Unit Developmnet for which banks are a permitted use.

Access: The site is proposed to have one access onto 142nd Avenue N.W. and one access onto
Xldmo Street N.W. A right-in only is also proposed from T.H. ~47. The issue of accesses onto
T.H. #47 is or~ of the chief elements of the T.H. ¢,47 Corridor Study which is currently being
finalized. It is the recommendation of that report that such accesses be discouraged. A discussion
is presented sU~Pporting that policy (see pages 37 through 40 of the draft study which has been
attached to this; letter). Additionallly, where such accesses may be considered, they should not be
within 600 feei of an intersection or another access since this distance represents a ten second
reaction time fi)r vehicles travelling 40 mph. This drive access would be located 320 feet from
142nd Avenud, and 200 feet from the access to River's Bend Plaza. The site plan has been
forwarded to Mn/DOT for review and comment.

Lot Coverage:: The site is 1.6 acres or 68,073 square feet in size. Lot coverage is restricted to
35% or 23,825 isquare feet; building coverage is proposed at 4,539 square feet. A possible future
expansion of 2,000 square feet is noted on the site plan. The lot coverage restriction would not be
exceeded by su¢h an expansion.

Utilities; The facility will be served by municipal utilities.

Setbacks: The structure is proposed to be located on the common property line between Lots 3 and
4. If this bec0, mes problematic for some reason, a minor subdivision would be required to
eliminate the co}'rkmon property line and replat the property into one lot. It appears that the structure
is oriented tow, ards 142nd Avenue. On that basis, the sa-ucture meets the 35 foot front, 20 foot
comer side yard, 35 foot rear yard setbacks and the T.H. ¢47 setback (60 feet from center of right-
of-way plus the, local applicable setback of 20 feet).
