February 21, 1996 <br />Site Plan Review: Riverside Bank <br />Page 2 of 3 <br /> <br />Screening: Because the facility is surrounded by commercial development, no screening is <br />required on the north, south and west sides of the site. However, Staff would require that <br />screening be established on the Xkimo Street side in the event residential uses are developed on the <br />east side of Xldmo at some point in the future. <br /> <br />~ Section 9.I1.09 of City Code requires a 20 foot wide landscaped area along all <br />public streets. This requirement is met along 142nd; a majority of the T.H. #47 side of the <br />property provides a 17 foot wide landscape area which Staff suggests as sufficient. However, less <br />than a 10 foot wide landscape area can be provided along Xkimo if the expansion area is developed <br />as proposed. It appears that there is more than ample off-street p.arking being provided on site and <br />with the elimination of a couple of parking spaces in the expansmn area, that whole parking area <br />could be shifted to the west to more closely achieve the 20 foot landscape area required along <br />Xkimo. The northeast corner of the site reserved for future development should be established <br />w/th turf in the interim. An underground irrigation system will protect the investment in plantings. <br />The number and species of plantings proposed, with the exception of a screening line along Xkimo <br />Street, is acceptable. <br /> <br />Architectllral Standards: City Code restricts structure heights to 35 feet and exterior wall finishes <br />must be of material that is 100% other than metal on the exposed walls. The site plan specifies a <br />one-story building that will not exceed 35 feet in height. The sUmcture is proposed to be <br />constructed of face brick and stone; the roof will be finished with asphalt shingles. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles shall be stored within <br />a completely screened structure or container. The site plan identifies an ali brick waste storage area <br />on the south side of the site. <br /> <br />Off Street parking - Design: In accordance with City Code, ali driveways, off-street parking, and <br />maneuverhng areas are proposed to be surfaced with bituminous and finished with B-612 concrete <br />curbing. <br /> <br />.Off Street Parking - Spaces Re. quired: City Code requires 1 parking space for every 200 square <br />feet of office space. The bank is proposed at 4,539 square feet including lunch rooms, rest rooms, <br />vestibule, vault, etc. Including those non-office areas in the computation, 23 parking spaces <br />would be required. The site plan proposes 22 parking spaces which is in compliance with City <br />Code. <br /> <br />Lighting: A lighting plan does not appear to be clearly identified on the site plan. <br /> <br />Drainage and Grading: Drainage from this proposed development will be discharged from the site <br />at three distinct points. Runoff from the western half of the parking lot and building will be <br />directed overland to a catch basin located at the western curbline of the service drive. This catch <br />basin will discharge to a 24 inch pipe which is proposed to be placed in the T.h. #47 right-of-way <br />replacing the existing ditch section. A permit for this installation will need to be obtained from <br />MnDOT to facilitate this drainage change. <br /> <br /> <br />
