CASE <br /> <br />REQU~EST TO REZONE CERTAIN PROPERTY FROM INDUSTRIAL <br /> TO R-1 URBAN RESIDENTIAL; CASE OF GOOD YALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you recall,~ Good Value Homes submitted a request to rezone the proposed plat of Pondview <br />from Industria~ to R-1 Urban Residential. The plat consisted of 149 lots on approximately 85 acres <br />located east o~ Ramsey Blvd. and north of Industry Avenue. <br /> <br />The Planning iCommission conducted a public hearing on January 10, 1996 and recommended <br />approval of tlie rezoning. The request was submitted to City Council on January 23 and the <br />ordinance w~mtroduced by a 3 to 2 vote. (Note: adoption of the ordinance would require a 4/5 <br />vote.) Councilmembers Zimmerman and Beyer expressed concern that the development proposal <br />and rezonmg Would have an adverse mapact on the City s inventory of industrial property. The <br />Councilmemb~rs requested being provided with various items of information. The information <br />requested inclOded verification of a Council motion directing that the new land use map should <br />target properS, on the north side of County Road #116 for residential uses and nnmbers to show <br />that the rezoni~, g would not have an adverse impact on Ramsey's inventory of industrial property. <br /> <br />ObservationS: <br /> <br />On February 1 ~, Council was provided with the requested information, which is also enclosed for <br />the CommissiOn's review. At that time, the developer submitted a revision to the proposed <br />rezoning that ,Would reduce the number of residential lots to 135 and retain a strip of industrial <br />property adjacent to County Road #56. <br /> <br />After some di~ussion, the Council passed a motion to send the rezoning case back to the Planning <br />Commission toireview the revision to retain some industrial property along #56. <br /> <br />The following i:tems are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />0 <br /> <br />.~ete~irmlOcation map <br /> ation items provided to City Council <br /> ous rezoning configuration <br />Present rezoning configuration <br />Previous findings of fact <br />Proposed amended findings of fact <br /> <br />N oti fi cation: <br /> <br />Staff scheduled ~t public hearing regarding the revision to the rezoning request and persons owning <br />property within ~400 feet of the subject property were notified of the hearing. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the proposed rezoning. <br /> <br /> <br />
