7. That the Applicant is proposing to develop the plat with single family urban residential lots. <br /> <br />That the City is currently in the process of updating the land use element of the <br />Comprehensive Plan and the subject property is proposed to be designated for development <br />with mixed residential uses. <br /> <br />That the proposed zoning admendment will not substantially adversely impair the use or <br />market value of any surrounding property. <br /> <br />10. That the proposed zoning amendment will change the essential character of the area. <br /> <br />The motion for the adoption of the foregoing resolution was duly' seconded by Councilmember <br />Beahen and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Glen Hardin . <br />Councilmember Carolyn Beahen <br />Councilmember Kenneth Peterson <br /> <br />and the following voted against the same: <br /> <br /> Councilmember Gerald Zimmerman <br /> Councilmember Sheila Beyer <br /> <br />and the following abstained: <br /> None <br /> <br />and the following were absent: <br /> <br />None <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the 23rd day of January, I996. <br /> <br />ATTEST: <br /> <br />Mayor <br /> <br />City Administrator <br /> <br /> <br />
