Comprehensive Plan and the subject property is proposed to be designated for development with mixed residential uses with commercial uses being retained adjacent to C.S.A.H> #56. That the rezoning application was submitted to City Council on January 23, 1996 and the Council adopted Resolution ~96-01-027 adopting findings of fact relating to the rezoning request and introduced an ordinance to rezone the subject property. That on January 23, 1996, City Council requested that certain additional information be provided when the ordinance was brought back to City Council for adoption. That on February 13, 1996, City Staff presented City Council with the requested information and the Applicant presented City Council with a revision to the proposed rezoning request that would reduce the amount of area to be rezoned to residential and thereby retain some industrial zoning adjacent to C.S.A.H. #56. That on February 13, 1996, City Council was receptive to the proposed revision to the rezoning configuration and directed that the modification be presented to the Planning Commission. That on March 4, 1996, the Planning Commission conducted a public hearing regarding the revision to the rezoning request to reduce the amount of property to rezoned to residential and recommended City Council approval of the request. That the proposed zoning admendment will/will not substantially adversely impair the use or market value of any surrounding property. That the proposed zoning amendment will/will not change the essential character of the area. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the day of ,1996.
