TranSportation Impacts: On November 20, 1995, the Ramsey City Council approved the <br /> establishment of a Transportation Impact Fee. If it is enacted by April 15, 1996, the plat <br /> will ~ subject to said fee at a rate not to exceed $500.00 per lot. <br /> <br />7. Stree.B: There is one cul-de-sac in the plat and it does not exceed the 600 foot maximum <br /> length, restriction. <br /> <br />8. Tree Preservation and Planting Plan: The preliminary grading plan identifies significant <br /> oaks.[ The plan should also show the general limits of tree cover. The oaks identified on <br /> the stireet surfaces are assumed to be lost. Other significant trees to be preserved should <br /> denote the means of preservation and which trees are intended to remain. (It should be <br /> note~ that the City's tree conservation policy references builders using tree save fences. If <br /> effective tree conservation occurs for the front yard of lots, those lots can be exempted <br /> from [he establishment of one 2-inch diameter tree.) <br /> <br />9. ~ The area of the plat is of rolling topography with several small pocket wetlands. <br /> Sunf~h Lake is located on the western boundary. A grading and drainage plan has been <br /> prepared by Derrick Passe, P.E., and is dated February 1, 1996. This plan has been <br /> reviewed and is generally acceptable. <br /> <br /> Except for less than a hundred feet of 146th Avenue, all paved surfaces within the plat are <br /> conv{yed overland to a storm sewer in Sunfish Lake Drive. This storm sewer conveys <br /> flow from north to south and discharges to a sedimentation pond created on the southeast <br /> corne~ of Lot 14. It would be easier to facilitate future cleaning of this pond if it had better <br /> accesO than in a rear yard of a private residence. It is staffs recommendation that the storm <br /> pipe c[ischarge to the existing wetland on Lots 16 and 17. Sediment cleaning could then be <br /> overflow from the south end of this wetland <br /> accomplished from Sunwood Drive. An pipe <br /> couldldischarge~faq to Sunfish Lake. <br /> <br /> It sh(~uld also be noted that 345 square feet of wetland is proposed to be filled to <br /> acco ,mmodate a house pad for Lot 17. A deminimus exemption from the Wetland <br /> Conservation Act is applicable, but must be requested from the Lower Rum River Water <br /> Management Organization. Although this amount of area may be filled without <br /> repla .qement, it would be staffs recommendation that this wetland be enlarged to as great a <br /> degree as development will allow. Expansion opportunities appear to be available on the <br /> north,!east and south sides of this wetland. <br /> <br /> Utilities: It is Staffs understanding that the site improvements will be installed as a private <br /> pmjed.'t with no financial participation on the part of the City. Sewer and water utilities are <br /> available to the site. The construction of Sunwood Drive will extend the watermains along <br /> the eastern boundary of the site. <br /> <br />10. <br /> <br /> <br />
