CASE <br /> <br />REQUEST FOR AN AMENDMENT TO CONDITIONAL USE PERMIT; <br /> CASE OF ALLOY RECOVERY COMPANY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Backgrouind: <br /> <br />Alloy Recpvery Company established an aluminum processing facility at 7060 142nd <br />Avenue N.~qq. by a conditional use permit issued by the City in 1991. Alloy has applied <br />for a conditional use permit to enlarge the facility with a 9,000 square foot addition to the <br />principal b.j.filding on the site. <br /> <br />Notification: <br /> <br />State Sta~te requires notification to all property owners within 350 feet of the subject <br />property. ~taff attempted to notify all property owners north to the AEC facility, west to <br />Ramsey Blvd., south to Hwy. #10 and east to the Bury and Carlson site. <br /> <br />Observations: <br /> <br />The existi4g facility consists of a 2,100 square foot operations building and a 1,920 square <br />foot strucnkre in which the melt furnace is housed. The Zoning Administrator has also been in <br />~tion with the Minnesota Pollution Control Agency and the Anoka County <br /> <br />Environme4ntal Services. The following determinations were made in response to the <br />current cofiditional use permit terms: <br /> <br />1. Ire/ps #3 .(Dust/Ash/Particulates) and Item #5 (Smoke): Staff had a telephone <br />conversation with Rhonda Johanson in the Enforcement Unit of the PCA. It seems that <br />there was hot an Air Quality Permit in effect for the subject site and Alloy Recovery has <br />made application for same. Rhonda indicated that she inspected the site on September 19, <br />1995 and the facility appeared to be in compliance and an air quality permit would most <br />likely be i~isued. Alloy Recovery will be issued what is called an Option D Regulatory <br />Permit because their emissions are very low. As long as Alloy operates under the emission <br />caps estabgshed in the Option D permit, they can make changes to their facility without <br />filing for a[new permit. Also because of their low emissions levels, they are not subject to <br />annual insl~ecfions unless PCA receives complaints about the operation. <br /> <br />2. Iterp #6 (Furnace Emissions and Monitoring): Alloy has not complied with the <br />requiremeat to conduct an annual emissions test and provide the City with a copy of the <br />report. <br /> <br />7/ <br /> <br /> <br />
