3. Item #I 1 ('Liquid Waste/Hazardous Wastes): In checking with Anoka County <br />Environmental Services, Staff was informed that Alloy does not have a hazardous waste <br />generators license. Alloy has also not been providing the City with copies of shipping <br />manifests for hazardous wastes on a quarterly basis. <br /> <br />4. Item #I2 (Storage of Received Materials, Feedstock, Separated Materials, and <br />Equipment): Exterior storage of materials has gone beyond the 30' x 50' area behind the <br />building and is occurring on the total site. The activities in the work yard are visible to the <br />public view. <br /> <br />5. Item #18: (Ash): The ash is being stored in a semi-trailer rather than a building <br />while awaiting shipment off the site. <br /> <br />6. Item #I9 (Ash Disposal): At the time the conditional use permit was issued, the <br />City was notified of the facility that would be accepting the ash. If that has changed, Alloy <br />should provide the City the up to date information. <br /> <br />7. Item #25 (Water Quality): Staff doesn't have the expertise to determine whether or <br />not this item is being complied with. <br /> <br />8. Item #26 (Screening): As mentioned earlier, there is a substantial mount of outside <br />storage occurring and it is visible from 142nd, Ramsey Blvd., and Hwy. #10. <br /> <br />9. Item #35 (Fire Lanes): It is staff's opinion that clear fire lanes are not being <br />maintained in the work yard. <br /> <br />10. Item #36 (Contingency Action Plan): AHoy has not filed a contingency action plan <br />with the City. <br /> <br />I 1. Item #38 (Trailer/Vehicle Storage): Staff noticed two or three trailers on the site. <br />Alloy indicates that these u-ailers are used to store ash until shipping is warranted and to <br />store materials received that are incidental to the aluminum processing until enough has <br />accumulated to warrant transfer to a recycling facility. If this is the case, then it would <br />appear that these trailers are not being used for permanent long term storage. <br /> <br />12. Item g42 (Work and Storage Operations Enclosed): Requiring all operations and <br />storage to be in an enclosed building conflicts with Item #26 that requires screening of <br />outside storage and Item #12 that limits outside storage to a 30' x 50' area. These terms of <br />the conditional use permit need some refining. <br /> <br />Recommendation: <br /> <br />City Staff recommends tabling any action on the conditional use permit amendment request <br />until Alloy Recovery verifies compliance with permitting requirements of regulatory <br />agencies.
