SUMMARY OF ELECTED OFFICIALS' COMMENTS FOR <br />STUDY OF COMMISSION APPOINTMENT PROCESS <br /> <br />1. What do you see as the division of Council/Commission responsibility in making <br />appointments to various city commissions? <br /> <br />Okay for commissions to recommend and Council to appoint. <br />Historically commissions have done it, but they get mad if Council doesn't accept their <br />recommendations. Would prefer staff involvement or perhaps a combination staff, <br />Council, commission panel to interview and recommend to Council. <br />In past has thought commissions should do the research and make the recommendations, <br />but now believes commissions need some training in interviewing procedures. <br />Council should have final approval of commission recommendations. <br />Okay with commission interviewing and Council approving. If a change is made, maybe <br />the commission chair and vice chair should join the Personnel Committee as a panel that <br />interviews and recommends, <br /> <br />2. What do you expect from commissions in order to feel comfortable about their <br />recommendations for appointments? <br /> <br />First, we have to make sure the commissions understand the Council's expectations. We <br />don't have enough opportunities to just exchange information. Might help if the chair of <br />the commission attended the Council meeting. Resumes of (all?) applicants should be <br />attached to Council agendas. <br />Even reappointments should reapply for their seats. Keep a list of interested parties to <br />contact when there is an opening. <br />That they're doing their selections appropriately, legally, fairly, respectfully. <br />A defined process. What level of staff involvement do you expect? <br /> <br />Administrative Services Manager should work with commission to prepare questions, <br />make sure each applicant is asked same questions and there is no preferential treatment. <br />Maintain a list of interested parties. Participate in the interviews to ensure they're done <br />appropriately. Do some training on how to be responsive and respectful. Stress patience <br />and courtesy. <br />Do some training in interviewing procedures. Help prepare questions and outline the <br />process. <br />Work with commissions to develop questions.
