' <br /> <br />I0. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />2I. <br /> <br />That the subject property is surrounded by R-1 Rural Residential zoning. <br /> <br />That the Applicant and his spouse will reside in the home as the foster parents. <br /> <br />That the Applicant is required to be licensed through the State, County, and sponsoring <br />agency. <br /> <br />That as a part of the licensing procedure, the foster home is initially and regularly thereafter <br />inspected for compliance with State and County criteria and standards (physical, social and <br />environmental) for such facilities. <br /> <br />That the State and County have the responsibility to ensure that the on-site improvements <br />(septic, drainfield and well) are in compliance with codes for the amount of persons <br />residing on the property. <br /> <br />That the Applicant has previously operated a group foster home in the City of Shoreview. <br /> <br />That the Shoreview Police Department has indicated to Ramsey City Staff that from May of <br />1993 to May of 1994, their department received I5 calls to the Applicant's residence; 14 <br />were classified as domestics and one was a noise nuisance. <br /> <br />That the Ramsey Police Department has indicated that from 1/20/95 to 1/8/96 there have <br />been 5 domestics, 2 assaults, 4 damage to property, 5 runaway, 2 false alarm, 1 dog, 1 <br />outdoor fa'e, i illness, and 1 offender registration incident reports generated from the <br />subject property. <br /> <br />That the addition of two youth at the residence will/will not be unduly dangerous or <br />otherwise detrimental to neighboring residences. <br /> <br />That the addition of two youth at the residence will/wilt not substantially adversely impair <br />the use, enjoyment or market value of any surrounding property. <br /> <br />That the addition of two youth at the residence will/will not be operated and maintained so <br />as to be harmonious and appropriate in appearance with the existing or intended character <br />of the general vicinity and the addition of two youth at the residence will/will not change the <br />essential character of the area. <br /> <br />That the addition of two youth at the residence will/will not be hazardous or disturbing to <br />existing or future neighboring uses. <br /> <br />That the addition of two youth at the residence will/will not be served adequately by <br />essential public facilities and services such as schools, parks, streets, police and fire <br />protection. <br /> <br />That the addition of two youth at the residence will/will not create excessive additional <br />requirements at public cost for public facilities and services. <br /> <br />That the addition of two youth at the residence will/will not involve uses, activities, <br />processes, materials and equipment and conditions of operation that will be detrimental to <br />any neighboring properties or persons by reason of excessive production of traffic, noise, <br />or odors. <br /> <br /> <br />
