Site Plan: Hauan Office Building <br />May 28, 1996 <br />Page 2 of 3 <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles shall be <br />stored within a completely screened structure or container. The site plan does not indicate a <br />waste storage area in accordance with City Code and the plan should be amended <br />accordingly, <br /> <br />Hardsurfacing: City Code requires all traveled portions of a tot to be hardsurfaced and <br />finished with B~612 concrete curbing. The site plan text indicates the intention to pave the <br />driveway and off-street parking lot. The site plan should be modified to include the <br />concrete curbing around this pavement. The storage area currently has a Class 5 surface <br />and City Code reqmres that this area be paved also. It is staffs understanding that a waiver <br />to the hardsuffacing of the outside storage is being requested. In the past, the Planning <br />Commission and City Council have approved the use of Class 5 in storage yards on other <br />lots zoned for heavy industrial uses. <br /> <br />Off Street Parking - Spaces Required: City Code requires 1 parking space for each <br />200 square feet of office space. In this case, 8 paved parking spaces would be required. <br />The site plan text indicates that 7 to 9 parking spaces will be provided. <br /> <br />Lighting: No exterior lighting plan has been shown on the site plan. Any lighting used to <br />illuminate the site should be arranged to deflect light away from adjacent properties and <br />public roads. <br /> <br />Drainage and Grading: A rough plan containing topographic information has been <br />submitted. Based upon this plan and site observation, the topography is relatively flat <br />across the subject property with a grade of approximately 0.5 percent from southwest to <br />northeast. A shallow ditch exists along the north lot line which conveys runoff to the <br />western ditchline of Armstrong Blvd. Drainage from this ditchline ultimately collects in a <br />small wetland located approximately 1,200 feet north of the site. This wetland has no <br />outlet. <br /> <br />It would appear that approximately 80% of the 1.43 acre lot will be covered with roof area, <br />bituminous, or Class 5, which can be expected to cause the runoff of nearly all the <br />precipitation falling on it. Discharge from the site should be limited to the predevelopment <br />rate. <br /> <br />No drainage plan is proposed. It is recommended that a detention pond be constructed near <br />the northeast corner of the site. An outlet control limiting discharge to its predevelopment <br />condition, approximately 1 cfs for a two year storm, should be provided into the County <br />ditch. Material excavated from the detention pond could be utilized to establish a <br />landscaped berm to screen the outside storage area. <br /> <br /> <br />
