CASE <br /> <br />REVIEW I~ROPOSED ORDINANCE TO AMEND CHAPTERS 5 AND 9 OF <br />RAMSEY GITY CODE REGARDING PARKING AND STORING VEHICLES <br />AND EQUIPMENT IN RESIDENTIAL DISTRICTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: : <br /> <br />The most recent draft of the proposed amendments to Chapters 5 and 9 were forwarded to the City <br />Council for revuew on April 9, 1996. Council expressed concern that the ordinance provides the <br />opportunity for re~sidents to convert a majority of their yard to a prepared surface and inundate the <br />parcel with vehi01e storage. Another concern expressed was the need to have language that <br />prevents persons ~om storing vehicles and equipment for friends and relatives. <br /> <br />Language already exists in the proposed ordinance that prohibits the parking and storing of <br />commercial vehicles and equipment in the front yard. City Staff, in consultation with <br />Commissioner D~._mer, added language to the proposed ordinance to prohibit parking and storing <br />of private use vet~4cles and equipment in the front yard unless it is on the driveway. A definition of <br />driveway was al.~o added to the ordinance. In addition, language was added to require that <br />vehicles and equii~ment stored or parked on a property are registered to persons residing on the <br />property· : <br /> <br />The modifications described above were submitted to Council for review on April 23. Council <br />approved of the la~, guage changes and authorized tonight's public hearing in front of the Planning <br />Commission. <br /> <br />Notification: <br /> <br />The public hearing was advertised in the Anoka Union and the Ramsey Resident Newsletter. <br /> <br />Observations: <br /> <br />Since the publishiiag of the proposed ordinance in the City newsletter, Staff has received some <br />comments from th~ public that merit consideration: <br /> <br />1. Requiring ~ehicles to be registered to persons residing on the property would prevent <br /> employeest, assigned a company vehicle from bringing that vehicle home. <br /> <br />2. Apparentl~ it isn't the Commission's intent to upgrade regulations for the outside storage <br /> of private 9se equipment. If so, then the definition of 'Equipment, Private Use' should be <br /> fined tun~ because as proposed, it would require persons to store their lawnmowers, <br /> boats, sno~vmobiles, tillers, weed whips, etc. on a prepared surface because they are <br /> motorized. ! The definition should probably except any piece of equipment that meets the <br /> criteria for t'Motor Vehicle, Private Use'. <br /> <br />Recomm en da tion: <br /> <br />City Staff recommends consideration of the above comments and any additional comments <br />received at the pub~lic hearing, incorporating any changes into the ordinances deemed necessary, <br />and forwarding the!ordinance onto City Council for adoption. <br /> <br />Commission Action: <br /> <br />Will be based on your discussion. <br /> <br />PC: 6/4/96 <br /> <br /> <br />
