Development <br />19230 Evans Street <br />Elk River, Mn 55330 <br /> <br />Re: Site Plan for daycare facility <br /> <br />Dear Rick: <br /> <br />We are in receipt of a Site Plan consisting of three (3) sheets (site plan, landscape plan and <br />building elevations) dated July 17, I996, prepared by Lampert Architects, Inc. We are also <br />in receipt of a Grading and Drainage Plan consisting of one (I) sheet prepared by Lot <br />Surveys Company, Inc. The plan proposes to construct a New Horizon Daycare facility on <br />the west sidl of Xkimo Street at 143rd Avenue N.W. We offer the following comments: <br /> <br />General: The site plan proposes to develop a 6,765 square foot daycare facility on a <br />portion of Out_lot C in River's Bend 3rd Addition. Accordingly, a minor subdivision <br />application has been received at the City to replat this outlot into one commercial lot and one <br />outlot for future development. <br /> <br />Zoning: The site is zoned B-1 Business for which a daycare facility is a permitted use. <br /> <br />Lot Coverage: The site is approximately 1 acre or 43,560 square feet in size. Lot <br />coverage is restricted to 35% or 15,246 square feet_ The proposed size of the principal <br />structure is 6,765 square feet, which equates to a lot coverage of about 15.5%. <br /> <br />Utilities: The facility will be served by municipal utilities. <br /> <br />Setbacks: The building location exceeds the 35 foot front, I0 foot side and 20 foot rear <br />yard setback requirements. <br /> <br />Screening: There is residential property across the street from the proposed daycare, on <br />the east side of Xkimo Street. City Code exempts commercial uses from screening <br />requirements When it is the front of the commercial building that faces the residential use <br />across the s~eet. In this case, it is the front of the daycare facility that will face the <br />residential property on the east side of Xldmo Street <br /> <br />Landscaping: Section 9.11.09 of City Code requires a 20 foot w/de landscaped area <br />along al/public streets and when a commercial use is across the street from a residential <br />use. It appears that this requirement can be met on the west (T.H. ~47) side if the City <br />interprets the 'play area' as green space, provided it is not paved. On the Xldmo side of the <br />property, the ~ite plan indicates about a 15 foot wide green space between the parking lot <br />curb and the property line. It is City Staff's opinion that complying with the 20 foot <br />requirement for green space on the Xkimo side is especially important in this case because <br />of the residential uses across the street. <br /> <br />?/ <br /> <br /> <br />
