Review Letter: <br />JUly 31, 1996 <br />Page 2 of 3 <br /> <br />New Horizon Daycare <br /> <br />Staff is also recommending that consideration be given to increasing the number of conifers <br />planted on the west property line to act as a noise buffer from T.H. #47. <br /> <br />It lis also suggested at this time that vegetation be established on Out_10t B to the south of the <br />subject site to stop the erosion that is occurring in that location. <br /> <br />Architectural Standards: City Code restricts exterior wail finishes to be natural or <br />prefabricated brick or stone or pre, cast concrete panels or some other material approved by <br />Council. The building elevations indicate that the building exterior is to be constructed of <br />standard siding and brick, Staff recommends approval of the architectural standards if the <br />siding is a maintenance-free type, <br /> <br />Waste Storage: City Code requires that ail solid waste and refuse receptacles shall be <br />stored within a completely screened structure or container. The site plan identifies what <br />appears to be a completely screened waste enclosure but it does not identify the <br />construction materials to verify compliance, <br /> <br />Off Street Parking - Design: In accordance with City Code, all driveways, off-street <br />parking, and maneuvering areas are proposed to be surfaced w/th bituminous and £mished <br />With B-612 concrete curbing. <br /> <br /> Off Street Parking - Spaces Required: City Code does not establish a standard for <br /> number of off-street parking spaces for daycares, The number of off-street parking spaces <br /> ealculated in the site plan is similar to what the City of Andover requires; I space per 7 <br /> Children plus 1 space for every 3 classrooms, City Staff checked with Elk River and they <br /> requke 1 space per employee and 1 space per t2 children; Champlin requires 1 space for <br /> .every 300 square feet of building space. Using either one of these formulas, we still come <br /> up with 22 to 23 parking spaces required; the site plan proposes 22. City Staff <br /> recommends accepting the number of off-street parking spaces as proposed. <br /> <br /> ~Lighting: The site plan should be modified to include an exterior lighting plan. <br /> <br />-Drainage and Grading: A drainage and grading plan has been prepared by Lot <br />Surveys Company, Inc. This plan proposes that one ha_if of the building and the entire <br />Parking lot drain overland to the driveway access from Xkimo Street. Flow would <br />continue down the west curbline for a distance of 80 feet before being intercepted by a <br />Catch basin. The 27" storm pipe has sufficient capacity to accept this flow which is <br />:ultimately transmitted to a sedimentation pond in River's Bend park before it overflows into <br />~the Rum River. The parking lot. grades appears adequate, The remaining haft of the <br />building would drain to the playlet and side yards, <br /> <br />~:Access' The site will have access from Xkimo Street N,W. with no direct access onto <br />:T,H. #47. <br /> <br /> <br />
