City of Ramsey <br /> <br />PHONE (612) 427-1410 FAX (612) 427-5543 <br /> TDD (612) 427-8591 <br /> <br />August 1, 1996 <br /> <br />Mr. Bill Bartolic III <br />Rosewood Construction Services Corporation <br />235 East Roselawn, Suite #15 <br />St. Paul, Mn 55117 <br /> <br />Re: Site Plan for daycare facility <br /> <br />Dear Bill: <br /> <br />We are in receipt of a Site Plan package consisting of six (4) sheets (site plan, landscape <br />and lighting plan, grading and drainage plan, utility plan) dated August 1, 1996 and <br />prepared by Schoell & Madson, Inc. We are also in receipt of a two sheet set of building <br />elevations dated July 18, 1996, prepared by Basil Associates, Inc. We offer the following <br />comments: <br /> <br />General: The site plan proposes to develop an 8,610 square foot Children's World <br />daycare facility on Lot 1, Block 1, River 47 Plaza. <br /> <br />Zoning: The site is zoned B-1 Business for which a daycare facility is a permitted use. <br /> <br />Lot Coverage: The site is approximately one acre in size. Lot coverage is restricted to <br />35% or 15,246 square feet. The proposed size of the structure is 8,610 square feet, which <br />equates to a 10t coverage of about 20%. <br /> <br />Utilities: The facility will be served by municipal utilities. <br /> <br />Setbacks: The building location exceeds the 35 foot front, 10 foot side and 20 foot rear <br />yard setback requirements. <br /> <br />Screening: Because the site is surrounded by commercially zoned parcels, no screening <br />is required. <br /> <br />Landscaping: Section 9.11.09 of City Code requires a 20 foot wide landscaped area <br />along all public streets. It appears that this requirement can be met on the east (T.H. #47) <br />side if the City interprets the 'play area' as green space, provided it is not paved. The <br />roadways on the south and east sides of the site are private driveways and not public <br />streets. <br /> <br />Staff is also recommending that consideration be given to planting conifers on the east <br />property line to act as a noise buffer from T.H. #47. <br /> <br />Architectural Standards: City Code restricts exterior wall finishes to be natural or <br />prefabricated brick or stone or precast concrete panels or some other material approved by <br />Council. The building elevations indicate that the building exterior is to be constructed of <br />vinyl siding and brick veneer with a fiberglass shingle roof. <br /> <br /> <br />
