Sire Plan Review: Children's World Daycare <br />August 1, I996 <br />Page 2 of 3 <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles shall be <br />stored within a completely screened structure or container. The site plan identifies a 100% <br />screened waste enclosure made of brick and siding to match the building. <br /> <br />Off Street Parking - Design: In accordance with City Code, all driveways, off-street <br />parking, and maneuvering areas are proposed to be surfaced with bituminous and finished <br />with B-612 concrete curbing. <br />Off Street Parking - Spaces' Required: City Code does not establish a standard for <br />number of off-street parking spaces for daycares. The City of Andover requires 1 space <br />per 7 children plus 1 space for every 3 classrooms; Elk River requires 1 space per <br />employee and 1 space per 12 children; Champlin requires 1 space for every 300 square feet <br />of building space. Using one space for every 300 square feet, this facility would be <br />required to provide 29 parking spaces; 30 are proposed. <br /> <br />Lighting: The site plan identifies the installation of a couple of light poles in the parking <br />10t. Bulbs emitting in excess of 3,000 lumens should be completely shielded. <br /> <br />Drainage and Grading: A Grading and Drainage Plan has been prepared by Schoell & <br />Madson, Inc. and is dated August 1, 1996. The plan calls for the extension of the existing <br />retaining wall along the edge of the wetland. A portion of wetland will need to be f'flled to <br />comply with this plan. it would appear the mount of f'filing would fall within the amount <br />currently allowed under the deminimus exemption. Documentation con£u'ming this should <br />be submitted to the Lower Rum River Water Management Organization for verification. <br /> <br />All runoff generated from this development is proposed to be collected in a piped storm <br />Water system and discharged to an existing stormwater detention pond for treatment prior to <br />discharge into the adjacent protected wetland. The detention pond is proposed to be <br />expanded to accommodate this discharge. <br /> <br />Access: The site will have access from the private drive between County Road gl 16 and <br />142nd Avenue N.W. <br /> <br />Pedestrian Sidewalk: The site plan does provide area along the east property line for <br />the pedestrian sidewalk that is part of the Mn/DOT - Anoka County 47/116 improvement <br />project. <br /> <br />Transportation Impact Fee: The City Council has enacted a Transportation Impact <br />Fee. The rate established for commercial development is $1.50 per square foot of <br />commercial space and this fee is collected as an additional line item on the building permit. <br /> <br /> <br />
