Review Letter: Casey's General Store <br />August 30, 1996 <br />Page 2 of 3 <br /> <br />Landscaping: City Code requires a 20 foot wide landscaped area along all public streets. <br />This requirement is met along Industry Avenue N.W. and Sunfish lake Blvd. N,W. <br /> <br />~Architectural Standards: City Code restricts exterior wail finishes to natural or <br />prefabricated brick or stone or precast concrete panels or some other material approved by <br />-Council. The building elevations indicate that the building exterior is to be constructed of <br />brick. <br /> <br /> ~Waste Storage: City Code requires that all solid waste and refuse receptacles shall be <br /> stored within a completely screened structure or container. The site plan identifies a brick <br /> waste enclosure. <br /> <br />~Off Street Parking - Design: In accordance with City Code, all driveways, off-street <br />parking, and maneuvering areas are proposed to be surfaced with concrete and finished <br />with B-612 concrete curbing. It is necessary that the curb cuts at the bituminous path are <br />constructed to handicap standards. <br /> <br />Off Street Parking - Spaces Required: City Code requires 1 parking space for every <br />200 square feet of retail space. In this case, the number of required parking spaces would <br />be 16. The site plan identifies 13 off street parking spces aranged around the building. <br />The remaining 3 required could be provided at the gas pumps as most people leave their <br />vehicles parked at the gas islands while they enter the store to pay for their gas and <br />incidentals. However, the site plan should be modified to identify the required handicap <br />parking spaces. <br /> <br />Lighting: It is unclear as to whether the lighting fixutres proposed meet City standards. <br />There is a two inch vertical surface on the luminaire where the light source is visible, <br />however, the luminaires will be mounted under a canopy. The Planning Commission will <br />provide direction of this issue. <br /> <br /> Drainage and Grading: The general drainage scheme submitted is acceptable. <br />- However, two curb cuts with a note "disturbed areas to be fine graded for proper drainage" <br /> is unacceptable and must be detailed further. Either a detention pond behind the station or a <br /> storm pipe placed to the existing detention areas on the adjacent Outlot B would be <br /> acceptable. <br /> <br />Access: The site is proposed to have access from Sunfish Lake Blvd. N.W. and Industry <br />Avenue N.W. Appropriately, the access onto Sunfish Lake Blvd. has been aligned with <br />the access to the Ramsey Athletic Club on the west side of the street. Anoka County has <br />recommended no access onto County Road #116. Staff recommends allowing a County <br />Road #116 access, however, it should be relocated to the eastern property line to minimize <br />interference with a future right turn lane. <br /> <br /> <br />
