SITE ACCESS OPTIONS <br /> <br />A. Trunk Highway//47 <br /> 1. Ex/sting Conditions <br /> Trunk Highway//47 is au existing two lane, rural sect/on roadway (with no curb and gutter but <br /> with gravel shoulders and ditches) running along the east side of the Lord of Life Church campus <br /> property. It is functionally classified as a minor arterial roadway meaning that it places a high <br /> priority on mobility (moving large volumes of traffic quickly and safely) and a low priority on <br /> providing access to abutting properties. The Minnesota Department of Transportation (MnDOT) <br /> maintains jurisdictional control of T.H. #47. <br /> <br />Generally, T.H. //47 would be rated as being in fair to poor driving condition, deficient in <br />carrying the existing traffic volumes and substandard in its horizontal and vertical design features. <br />Adjacent to the Lord of Life Church property, the west half right-of-way of T.H.//47 is only 33' <br />wide while the east half right-of-way is 80'-90' wide adjacent to the new residential <br />developments. The posted speed et'ong T.H.//47, north of CSAH #5, is 50 miles per hour. <br /> <br />o <br /> <br />Existing and Proposed Traffic Volumes <br />According to data contained in the "Trunk Highway//47 Access and Corridor Study" prepared <br />for the City of R~m~ey earlier this year, the recorded traffic volumes on T.H. //47 to the north <br />of the County Road//116 intersection were: <br /> <br />· 12,800 vehicles per day CVPD) in 1992; and <br />· 14,800 vehicles per day (VPD) in 1994. <br /> <br />The projected traffic volumes at that same location were: <br /> <br />* 17,900 X/PI) from the 2015 Transplau Base Regional Model; <br />* 19,400 VPD from the 2010 MnDOT Forecast; and <br />· 14,525 VPD from the 2010 Anoka County Transportation Forecast. <br /> <br />In general, a travel lane has the capacity to carry about 5000 vehicles per day; therefore, a four <br />lane design would be needed to carry the existing and projected traffic volumes along this portion <br />of T.H.//47. <br /> <br />Proposed Improvements and Timing <br />From the "T.H.//47 Access and Corridor Study", the following general summary of needs was <br />identified for the reconstruction and upgrading of T.H. #47: <br /> <br />· Develop an organized plan to limit access to only major city street intersections located at a <br /> 1/4 mile or greater spacing; <br />· T.H.//47 to provide four (4) through lanes and a median. The final form of T.H.//47 .will <br /> be "urban" with curb and gutter and an organ~Tgd stormwater system to minimize <br /> environmental impacts; <br />· Each major intersection must be assumed to eventually have signal control; and <br />· Each intersection must have left turn lanes and should also have right turn lanes. <br /> <br />In the immediate vicinity of the Lord of Life Church property, major intersections are proposed <br />along T.H. //47 at its intersections with CSAH//5 and with 149th Avenue - a spacing between <br />these major intersections of about 3600' or 0.67 miles. <br /> <br />4 <br /> <br /> <br />
