The segment of T.H. //47 between County Road #116 and CSAH //5 is scheduled for <br />reconstruction by 1999 with the following improvements proposed: <br /> <br />Consolidate access locations; <br />Widen roadway to ultimate 4 lane design with raised concrete median; <br />Install auxiliary left and right turn lanes; <br />Install traffic control signals at intersections with 142nd Avenue NW and with CSAH//5; and <br />Realign CSAH ~?5 at its intersection with T.H.//47. <br /> <br />Bythe Year 2001, it is proposed to consolidate access along T.H.//47 between CSAH//5 and <br />153rd Avenue NW and, as an interim measure, to inst'ail temporary traffic control signals with <br />auxiliary left turn lanes at the intersections of 149th Avenue NW and 153rd Avenue NW. <br /> <br />Ace, ess Issues <br />The "T.H.//47 Access and Corridor Study" is proposing the following minimum design standard <br />with regards to access to the abutting lands: <br /> <br /> 1/4 mile (1320') minimum spacing for major intersections which will eventually be <br /> signalized; and <br />~Intermediate access points at 1/8 mile (660') minimum spacing limited to right turn in and <br />right turn out movements. <br /> <br />Mn.DOT Views and Comments <br />In ehrly June 1996, copies of the existing site plan and the Master Plan for Lord of Life Lutheran <br />Ch~ch, Exhibits C and D respectively, were forw&rded to Mn_DOT and they were requested to <br />review and comment with resl:w, ot to the number, location and width of various access points <br />being considered along T.H.//47. Their letters of .response, dated July 17, 1996 and August 5, <br />199_6, are included in Appendix A and B respectively and, in summary, make the following <br />recommendations: <br /> <br />· Strongly recommend no direct access to T.H.//47 in the July 17th letter, but modify that <br /> ',position in the August 5th letter to promote full access movements along CSAH go5 and along <br /> 149th Avenue; <br />· Any access to T.H.//47 between the CSAH//5 and the 149th Avenue intersections should <br /> be limited to right turn in and right turn out movements; <br />· rltte proposed south access location has very poor sight distance and is too near the proposed <br /> CSAH//5 relocated intersection; <br />· ~The proposed access point may serve as a shortcut between T.H.//47 and CSAH//5; and <br />· Consolidation of access points to multiple properties should be encouraged. <br /> <br />B. County State Aid Highway//5 (Nowthen Boulevard) <br /> 1. Exi~ing Conditions <br /> County State Aid Highway (CSAH)//5 runs along the southwesterly side of the Lord of Life <br /> campus and is a 44' wide bituminous roadway consisting of a 12' travel lane and a 10' paved <br /> shoulder in each direction and a ditch along each side of the road. Like T.H. t/47, CSAH//5 is <br /> functionally classified as a minor arterial roadway; thereby, placing a high priority on mobility <br /> and a low priority on providing access to abutting properties. However, it is under the <br /> jurisdictional control of Anoka County. <br /> <br />5 <br /> <br /> <br />
