In general, CSAH #5 is in excellent repair and has very good horizontal and vertical design <br />features which provide excellent sight lines at most points along the Lord of Life frontage. The <br />CSAH//5 right-of-way, adjacent to the Lord of Life property, in 120' wide (60' each side of the <br />roadway centerline) and the posted speed limit is 55 MPH. <br /> <br />Existing and Proposed Traffic Volumes <br />Recent traffic volume counts taken by the Anoka County Highway Department on CSAH #5, just <br />northwest of its intersection with T.H.//47, have yielded the following results: <br /> <br />4700 vehicles per day CVDP) in 1993; and <br />5150 vehicles per day (VDP) in 1995. <br /> <br />The Anoka County Transportation Forecast for the year 2010 for this segment of CS.Mi//5 is <br />5500 VPD which appears extremely conservative or low based on the current counts and the <br />anticipated growth in the area. <br /> <br />Proposed Improvements and Timing <br />With the exception of the proposed realignment of CSAH g5 at its intersection with T.H. #47 <br />as proposed by MnBOT by the year. 1999, Anoka County currently has no plans or projects for <br />further improvements along this portion of CSAH <br /> <br />Access Issues <br />When Lord of Life built its present facility, Anoka County granted access to CSAH//5 at the <br />existing location which is adjacent :to a single family residential driveway. A condition of the <br />church's access permit to CSAH #5 was that the driveway to the single family residence would <br />be vacated if the church obtained that parcel. <br /> <br />The current access location onto CSAH #5 at about 145th Avenue (at the inside of a horizontal <br />curve in alignment) provides excellent sight distance visibility although some low hanging <br />branches need to be trimmed or removed. · <br /> <br />Anoka County Highway Department Views and Comments <br />The Anoka County Highway Department conducted a field review in late June or early July and <br />formally responded on July 11, 1996, as provided in Appendix C, to the existing site plan and <br />the Master Plan for Lord of Life Lutheran Church, which had been submitted to them in early <br />June, for review and comment. A summary of their findings and recommendations were: <br /> <br /> With the possible exception of the C2ilAH//5 realignment at its intersection with T.H. #47, <br /> the existing right-of-way along CSAH ~5 should be adequate for any future reconstruction <br /> needs; <br /> All ingress-egress from this site should occur at a single location and the current access <br /> location is an excellent location; <br />° An access option which would be considered by Anoka County would be the creation of a <br /> one-way pair with one access point facilitating entering traffic only and the second access <br /> handling only exiting traffic; <br />· Any access point must be well-separated from the CSAH//5 - T.H.//47 intersection; and <br />· The-existing field entrance onto the church property just north of Dysprosium Street NW <br /> alignment 'should be removed as part of this church development. <br /> <br />6 <br /> <br /> <br />
