C. Sunwood:Drive o 149th Avenue NW <br /> Sunwood' Drive is a local collector street which extends about 1/4 mile east and west from CSAH #5 <br /> into the adjacent neighborhood areas. As a collector street, it provides equal emphasis to mobility <br /> (moving traffic quickly and conveniently) and to access to adjacent properties. The primary function <br /> of Sunwo0d Drive in this area is to collect the neighborhood traffic from the local residential streets <br /> and to channel it out to CSAH//5 or vice versa. It is a 40' wide street, providing a travel lane and a <br /> parking lane in each direction within an 80' right-of-way with a posted speed limit of 30 MPH. <br /> <br /> Likewise,r 149th Avenue NW is a collector street serving the neighborhood area east of T.H. #47 much <br /> as Sunwood Drive does each side of CSAH #5. And like Sunwood Drive, its' 40' pavement width <br /> provides a travel lane and a parking lane in each direction within an 80' right-of-way with a posted 30 <br /> MPH speed limit. <br /> <br />Proposed Improvement and Timing <br />As proposed in the City of Ramsey Comprehensix e Transportation Plan and the T.H. #47 Access <br />and Corridor Study, Sunwood Drive and 149th Avenue would be extended and connected between <br />CS/kH//5 and T.H. #47. It is proposed by the City of Ramsey and MnDOT, most likely in <br />conjunction with the widening and rooonstruction of this segment of T.H. #47 which is not <br />currently programmed or scheduled, that the properties on the west side of T.H. #47 between the <br />Lord of Life church property and 149th Avenue would be acquired and redeveloped into a <br />Mul$iple Family/Commercial/Office development. As such, 149th would be extended west across <br />T.H, #47, turn southerly for a distance of about 900' before turning westerly to connect to <br />existing Sunwood Drive about 1/4 mile east of CSAH//5. A cul-de-sac might then be extended <br />southerly from the Sunwood Drive Extension to provide access to the north side of the Lord of <br />Life 'campus as well as backside access to properties fronting onto T.H. #47. <br /> <br />The intersection of 149th Avenue and T.H. g47 is identified as a major intersection in the City <br />of ~IL~nsey T.H. #47 Access and Corridor Study. aa.s a major intersection, full acoess movements <br />woul'd be aeoommodated and signalization would be anticipated. Temporary traffic control signals <br />with iauxiliary left turn lanes are proposed at the T.H.//47 - 149th Avenue intersection by year <br />2001~, although widening and reconstruction of T.H. //47 t.hrough this area is not currently <br />programmed. <br /> <br />o <br /> <br />Access Issues <br />The City of Ramsey T.H.//47 Acoess and Corridor Study seeks to consolidate access along T.H. <br />//47 with full access granted only at the major intersections with CSAH//5 and with 149th Avenue <br />in the proximity of the church property. Mr. Steve .lankowski, Ramsey City Engineer, has <br />verbally indicated a willingness to permit a temporary, fifll-aeeess off T.H. //47 until 149th <br />Avenue is extended to Sunwood Drive. However, when 149th Avenue is extended, access to <br />T.H. //47 would be limited to right turn in - right turn out. A northerly access out to 149th <br />Avenue - Sunwood Drive connection would then be expected to play a more predominant role in <br />site accessibility. <br /> <br />City of Ramsey Views and Comments <br />The following verbal comments were received from Mr. Steve ~'ankowski, Ramsey City Engineer, <br />in mitl4une relative to access off T.H.//47; CSAH g5 and Sunwood Drive - 149th Avenue. <br />· Sunwood Drive - 149th Avenue Connection, west of T.H. #47, in 10 + years; <br /> Permit temporary full access off T.H. #47 until 149th Avenue extended; <br /> 1~o additional public street intersections along east side of T.H. #47 between X]dmo Avenue <br /> (CSAH//5 realignment) and 149th Avenue; <br /> <br />7 <br /> <br /> <br />
