V. ?SITE ACCESS RECOMMENDATIONS <br /> :: Based upon the anticipated growth of Lord of Life Lutheran Church, it is recommended that the church <br /> !Pursue fulI access to each of the abutting roadways as a long-term goal or objective in order to provide <br /> !:satisfactory ingress and egress from the campus. In accordance the Phase I, Exhibit E, and Phase II <br /> :Exhibit F, Development Plans, the following short-term and long-term improvements are recommended <br /> (regarding access to the Lord of Life campus: <br /> <br /> ;A. Short Term Access Recommendations: <br /> : 1. CSAH//5 Aec. ess: <br /> ~ Convert the ex/sting driveway access off CSAH//5 at 145th Avenue NW to a 2 lane, ingress only <br /> ; driveway and construct a second 2-1ane, egress only driveway further to the north-northwest <br /> i which would intersect CSAH//5 about 450' upstream of the current access (directly across CSAH <br /> //5 from a dedicated driveway right-of-way). <br /> <br />Long Term Aec. ess Recommendations <br />1. CSAH//5 Access: <br /> As the building and parking lot addition extend further south on the campus in the future, it will <br /> become desirable to relocate the ingress driveway from its present location at 145th Avenue to <br /> approximately midway between 145th and Dysprosium Street (Thurston Avenue) - a distance of <br /> about 600' to the southeast. <br /> <br />T.H. #47 Access: <br />The proposed.:acoess onto T.H. #47 as shown on the Phase ri Development Plan, Exhibit F, is <br />located about 1000' north of the existing CSAH//5 intersection and is proposed as a joint or <br />Shared driveway with full access. The T.H. #47 access is not recommended for development at <br />this time due to the extremely poor sight conditions mused by the substandard horizontal and <br />vertical curves on T.H. #47 at this location. <br /> <br />However, as the church negotiates with MnDOT for the additional right-of-way which the State <br />will need to realign the CSAH #5 intersection and to widen and reconstruct T.H. #47 between <br />CSAH #5 and 153rd Avenue, a strong stance should be taken to ensure that the T.H. #47 design <br />will faeilitate a full-access (shared) to both properties. If it becomes impossible to obtain a full- <br />access at this location, at least a right-turn-in/right turn-out access helps somewhat in the <br />facilitating of traffic to and from the church site. <br /> <br />The church may aisc want to consider and pursue the use of its future southerly parking facilities <br />as an MCTO (Metropolitan Council Transit Operations) park and ride facility to assist in the <br />financing of the parking lot construction costs and to further enhance the opportunity to gain full <br />access to T.H. #47. <br /> <br />4 <br /> <br />Sunwood Drive - 149th Avenue Access: <br />The northerly access to the ~uture Sunwood Drive ~ 149th Avenue connection has long-term merit <br />and should be pursued at the appropriate time. However, its construction will probably be too <br />late to have any significant impact on the development of the campus buildings, parking lots and <br />other access points. Its role in providing access to and from the church campus is expected to <br />be minor and will primarily serve the residential developments located to the north between <br />CSAH//5 and T.H. #47 and to serve as a back-door ex/t from the campus. <br /> <br />10 <br /> <br /> <br />
