Given the proximity to TH 47, the present
ali~ment of the TH 47/CSAH 5 intersection, and the traffic volumes/mrnlng
movements/posted speed limlts, we have concerns regarding the proposed
· access scheme for this site. To minimize potential corffiict points on CSAH 5
and maximize the safe, efficient flow of traffic irt this area, tt ks recommended
that this site have alt ingress and egress from a single access point. Given the
available Sight Distance for this site and the potential realignment of the
CSAH 5/TH 47 intersection, it is recommended that this access point be the
existing, access currently in ,use for this site. Some clearing will. be required at
this poTnt in order to meet Case I and Case V Sight Distance requirements. An
optional access scheme which would be considered by this department would be
the creation of an additional access point, and one access utilized entirely for
entering vehicles only, the other access point utili?ed for exiting vehicles only. If
this opUon is chosen, care must be exercised in choosing the second access point
so as to provide the greatest mount of separation from TH 47 for the safe and
efficient flow of traffic, as well as allowing for a fum_re realignment of the
TH 47/CSAH 5 intersection. Irt eith.er access scheme, the City and the
Developer shall ensure that the appropriate Sight Distance requirements are
met for this site. The existing field entrance located just north of the
Dysprosium St NW alignment is to be removed as a part of this development.
Right-of-access along the remaining portions of CSAH 5 should be dedicated to
Anoka County.
