We are also in receipt of Sheet A-1 Floor Plan and <br />Elevations, also dated August 20, I996 and prepared by Portofolio Design Services, Inc.; and <br />Sheet A-2 Grading Plan and Sheet A-3 Landscape Plan, dated September 10, 1996 and prepared <br />by Hakanson Anderson Associates, Inc. We offer the following comments: <br /> <br />General; The Plans propose the development of a full service R.V. center (sales and maintenance) <br />on Lots 1, 2 and 3 of Block 1, Alpaca Estates 4th Addition and includes a 27,115 square foot <br />building. <br /> <br />Zoning; The site is zoned B-3 Highway Business for which recreational vehicle sales and <br />maintenance is apermitted use. <br /> <br />Lot Coverage;. iThe site area is 480,076 square feet and lot coverage is restricted to 35% or <br />168,026 square'ifeet. The structure is proposed to be 27,115 square feet in size, which is <br />approximately 6% lot coverage. <br /> <br />Utilities: The facility will be served by on-site sewer and well. The site plan reflects that the septic <br />system will be designed by a certified designer. <br /> <br />Setbacks: The :structure meets the 35 foot setback from Ilwy.#10 and Riverdale Drive and <br />substantially exceeds the 20 and 10 foot side yard setback requirements. In accordance with City <br />Code, no use or .activity will occur within the first 17.5 feet of the 35 foot setback requirement <br />from Hwy. #I0. The site plan reflects a future expansion to the south side of the building. With <br />the expansion, the structure will continue to meet the 20 foot green space requirement but would <br />encroach on the 35 foot setback from the south property line by 5 feet. It is suggested that the site <br />plan be modified to move the structure 5 feet north to allow for the future expansion to the south. <br /> <br />Screening: No sCreening is required as the site is surrounded by commercial zoning. <br /> <br />Landscaping:. Section 9.11.09 of City Code requires a 20 foot wide landscaped area along all <br />streets. The site plan proposes a 20 foot wide green space along Riverdale, Llama and Hwy. #10. <br />The Landscape Plan proposes to establish 83 trees and 41 shrubs along property borders and <br />amongst the off-street parking and display areas. The landscape plan is accesptable except that <br />experience has shown a 100% failure rate with Norway Maples in Ramsey; City Staff recommends <br />replacing them with Hackberry. <br /> <br /> <br />
