Review Letter: Muller Addition <br />Page 2 of 3 <br />November 14, 1996 <br /> <br />The homestead and accessory buildings located on the proposed Lot 1 will exceed the <br />setback requirements for the R-1 Rural Residential District. <br /> <br />UtilitieS: The property is not located in the Metropolitan Urban Service Area and all 3 <br />lots willlcontinue to be served by on-site septic and well. As a matter of fact, there is an <br />'exception identified in the southwest comer of Lot 1 that was intended to provide area <br />needed for septic system improvements for the strip mall to the west. Some time ago, Mr. <br />Muller and Mr. Gerald Bauer, the new owner of the strip mall to the west, applied for an <br />adminisla'ative subdivision allowing Mr. Muller to convey additional property needed by <br />Mr. Bau,r to upgrade the septic system. That administrative subdivision was approved by <br />City Staff but the applicants never followed through and recorded the subdivision at the <br />County. Therefore, that 'exception' area does not exist as shown. It is staff.s <br />recommendation that the 'exception' area be platted as an outlot in the plat and following <br />the recording of the plat, Mr. Muller can convey the outlot by deed to Mr. Bauer and <br />f'malize that former transaction. <br /> <br />~ The purpose of the replat is to move property lines and does not create any <br />additional buildable lots. Therefore, there is no impact to the existing drainage pattern on <br />the property. <br /> <br />The standard 10 foot wide drainage and utility easements along all of the property lines are <br />proposed to be provided. As a result of the replat, all existing drainage and utility <br />easements will have to be vacated and that process has been initiated. <br /> <br />Park Dedication: Since no new lots are being created, there is no park dedication due on <br />the plat.: However, there is an important segment of transporational trails planned for <br />adjacent to T.H. g47. City Staff is requesting that in lieu of vacating the 39 foot wide <br />easement' along the east property line for public purposes, that it be rededicated on the plat <br />as a linear park or by a separate, recordable document, the City be provided with an <br />easement' for trail purposes along the east property line. For information purposes, the plat <br />will be reviewed by the Park Commission at their regular meeting on Thursday, November <br />14, 1996. <br /> <br />The Ramsey Planning Commission will be meeting at 6:30 p.m. on Tuesday, November 19, 1996 <br />to consider your request for sketch plan approval of Muller Addition. The Park and Recreation <br />Commission will also be meeting at Ramsey Municipal Center on Thursday, November 14, 1996 <br />at 6:00 p.m. It is~important that you, or your representative, be present at these meetings to answer <br />any questions that may arise.
