be between $35,9i19 and the mid-point ($43,988) depending on qualifications. It would be a
Department Head position (please note the current wage of $38,546). Without changing job tasks,
any reduction in pay class would not survive a time spent profile review and therefore it is not
suggested.

Option 2 presents an alternative to hire a position with personnel background but perhaps general
administrative badkground or training as well. This option would result in a recommendation of
duty shifts but these recommendations would vary depending upon the qualifications of the
eventual incumbent. For instance, if the individual comes without risk management experience,
perhaps I would take that on. A lack of newsletter skills might result in a similar shift. It would be
my expectation that Option #2 would continue to be a managerial/confidential position but would
not be a Department Head. The position may or may not supervise Administrative Services.

It would also be my expectation that this position and resulting task changes would impact the pay
class and level of training and experience of the candidate list. It would be my desire to advertise a
starting wage of $31,000 to $40,000, depending on qualifications, with the intent of a pay class of
14, 15 or 16 which would be verified upon a time spent profile review after six to twelve months
of incumbency. This also assumes that task changes would be effected in an attempt to assure a
pay range other than the current class 16. This would most likely include budgeting, supervision
and risk management.

Requested Council Action

Authorize the City Administrator to advertise for either

1) Administrative Services Manager, Class 16, beginning wage of $35,919 - $43,988, depending
on qualifications

- or-

2) Assistant to City Administrator, Class 14, 15 or 16, beginning range of $31,067 - $40,000,
depending on qualifications.
