Development Director or other planning position. Personnel duties would then be shifted to the
City Administrator and Finance Officer, with various other duty shifts as well.

Advantages:
1. Allows opportunity to improve staffing in Community Development Department.

Disadvantages:
1. May overburden City Administrator and Finance Officer.
2. Would reqaire shifting of detail tasks to clerical and others.

Following is the 1.994 Stanton Group six pay ranges for identified positions comparable to the
above discussion.

1994
Average
Stanton Market. Position Pay Range
Community. Development Director $49.9 - $57.9
Personnel J~irector $46.7 - $57.0
Assistant ~ty Manager $41.9 - $51.1
Planning D~ector $39.4 - $50.9
Senior Pla~ne.r $37.5 - $46.4
Administrative Assistant $36.3 - $45.6
[
City Clerk $35.0 - $42.5
Senior PerSonnel Representative $29.4 - $38.3
Office Supervisor $27.8 - $35.4
Planner $26.9 - $35.3
Personnel ~epresentative $31.4 - $40.9

Currently the position is Class 16 as noted below. Also noted are ranges 12 - 15 with incumbents.

Class Position Range 1995 Wage
16 Administrative Services Manager $35,919 - $52,057 $38,546
15 Vacant $33,405 - $48,413
14 Building Official $31,067 - $45,025 $35,680
Public Works Supervisor $45,534
13 Park Supervisor $28,893 - $41,873 $35,375
ACcounting Supervisor $37,516
Sergeant $48,232
12 Vacant $26,870 - $38,943

Recommendation

We need to fill this position. I don't believe anything less than full time is a viable option given
that we are a grow!ng organization with many personnel issues related to that. I also believe that a
Community Development Director or Planner would not result in an identifiable improvement over
the existing staff and process and would result in personnel functions conducted by the Finance
Officer and City Administrator.

Options 1 and 2 a~e viable alternatives. Filling the position as is would be the easiest alternative.
The staff already ~understands the role of the position and how they are to relate to the position
(from an organizational or task perspective). If Council authorizes filling this position, the
advertised range would be for Class 16 ($35,919 - $52,057). The expected starting wage would
